The subject matter of the present tender is exclusively postal services within the meaning of the PMG, i.e. the sorting, transport and delivery of fully prepared letter-post items and Info Mail to end recipients (households and companies) located in Austria. Lot 1 comprises the delivery of letter-post items in all Austrian federal states except Vienna, as well as the delivery of Info Mail in Austria and in Vienna. Lot 2 comprises all letter-post items to be delivered in Vienna (1st to 23rd district) by a universal service provider, insofar as they are not delivered by an alternative delivery service provider (cf. Lot 3), including all returns (including returned items delivered via an alternative delivery service provider). Both alternative delivery service providers and companies that also bid for Lot 2 and/or Lot 1 may submit bids for Lot 3; companies that also provide universal services may therefore also bid for Lot 3. These universal service providers may perform Lot 3 either themselves or through a subcontractor. The use of a subcontractor for Lot 3 does not violate the prohibition on the “transfer of the contract to third parties”. With regard to Lot 3, the term “alternative delivery service provider” is generally used, particularly below, but this refers both to alternative delivery service providers and to universal service providers (with or without subcontractors). Items weighing up to 20 grams, delivered without proof of delivery, are included. The estimated total annual volume in Vienna (1st to 23rd district) is approximately 1,400,000 letter-post items per year. This is a non-binding estimate intended for bidders’ calculations. No entitlement to the attainment of this volume is established. Of these, the items that can be covered—depending on the capacity of the alternative delivery service provider—are initially to be handled by one or more alternative delivery service providers; the remaining residual volume is to be delivered by a universal service operator.
