To meet the variety of communication needs, the City of Bruges wishes, through this public contract, to conclude a framework agreement with a pool of no more than four communications agencies for the development of integrated communication campaigns and/or components thereof. Based on their tender, availability, expertise and professional qualifications, the selected agencies will be assigned contracts that fall within the broad communication, marketing and stakeholder strategy of the City and its partners (Brugge Plus and BMCC). Although the City of Bruges has its own communication expertise, for certain contracts it chooses to engage external agencies. This is the case when additional creativity, strategic advice or extra manpower is required. The aim is clear, targeted and impactful communication tailored to the target group (residents, visitors, businesses, stakeholders ...) and in accordance with the applicable visual identity and brand strategy of the City of Bruges, Brugge Plus and BMCC. The City is seeking strategic and creative partners who, on the one hand, can build on expertise already acquired and, on the other hand, can offer fresh, innovative ideas. The collaboration must be flexible, targeted and engaged, with scope for co-creation and substantive innovation. The maximum value of the contract over a term of 4 years is set at 430 000 euros excluding VAT. The contracting authority draws tenderers' attention to the fact that the stated maximum value was not determined on the basis of the estimated quantities included in the inventory and that this maximum value therefore does not constitute an indication of the tender amount that may be submitted. Rather, it concerns the maximum value of the framework agreement, established on the basis of the maximum quantities that may be ordered across all contracts that may be placed within the framework agreement.
