Ambition and design vision The municipality aims through this contract to realize a contemporary, sustainable and inspiring youth and leisure campus that provides significant added value for the local community. The project must develop into an open and inviting place where meeting, collaboration and versatile use are central. The municipality attaches great importance to architectural quality and expects a design that is not only functional and feasible, but also provides a clear spatial identity and added value for the surroundings. Sustainability is approached integrally, with attention to future-oriented use of space, energy efficiency, material selection and flexibility over time. Although a schedule of requirements and feasibility study have already been prepared, the designer will be given the freedom to approach these critically and, where useful, optimize or reinterpret them. The contracting authority is open to well-considered and innovative proposals that strengthen the ambitions of the project. Explanation of the content: The municipality of Langemark-Poelkapelle owns what is locally known as “the old AVEVE site in Langemark”. This concerns the buildings at the address Boezingestraat 37 (33014H0531/02R000) and the plots behind them (532Y2 – 532X2 – 533W) The intention is to build a youth and leisure campus at this location. This means that a number of associations will make it their permanent base and leave their current locations. Before it was decided to proceed with this design, a process had already been undertaken. Initially, the various associations’ openness to a possible relocation was assessed. Later, a more in-depth dialogue was already conducted with all stakeholders for the purposes of the feasibility study that WVI carried out for this site. Nor has there been any inactivity since this feasibility study. Building further on the insights from the feasibility study, a schedule of requirements was prepared. In it, all expectations of the various stakeholders were captured to the maximum extent possible and translated into functional and technical requirements.
