Appointment of a special techniques engineering consultancy (including PEB manager) for a complete design and execution supervision assignment relating to the renovation and redevelopment of two listed buildings to be renovated within ULiège’s 20-AOUT complex, as part of the development of the Learning Center 20-Aout, included in ULiège’s 2024-2030 Strategic Infrastructure Plan: - (1) Building A1J – Jesuit Wing and - (2) Building A3 – ULiège library Comment: The project designer assignment (architecture and coordination) is carried out internally by ULiège’s technical services (ARI – ULiège). A structural engineering and fire prevention consultancy is appointed through a separate procedure. ULiège has also appointed the health and safety coordinator under its COSEP framework agreement and will commission various experts as the studies progress. Coordination with these entities, under the coordination of ULiège’s technical services (ARI), as well as with the relevant external authorities (e.g. AWaP, CRMSF, IILE, City, DGO4), constitutes a contractor responsibility. The PEB manager assignment is carried out by the successful special techniques engineering consultancy in accordance with legal requirements. The assignment consists of providing a complete design and execution supervision service for the special technical components (heating, ventilation, sanitary facilities, electricity (including lighting, access control, data, etc.), lifts) and acting as PEB manager for building A1J (part 1) and building A3 (part 2). Both buildings are listed (façades, roofs, frames and some interior rooms). The assignment and its constituent phases are defined exhaustively in the guidance note and the performance clauses of this contract. It is specified that, for phasing and occupancy reasons, the two studies / construction sites will take place successively (A1J then A3); the assignment relating to each building will therefore have its own invoicing and schedule. The contract is therefore divided into two parts, each relating to one building, and these parts will therefore not necessarily be carried out at the same time (apart from phase 1). The necessary coordination of incoming services, provisions, etc. common to both buildings forms an integral part of the Engineering Consultancy’s assignment. The works will take place in buildings / a dense city-centre site where continuity of activities must be ensured at all times. A non-exhaustive list of the current programme is available below:  A1J – Jesuit Wing • Level -1: creation of the lift shaft and technical connections: water, heating, electricity; • Level +0: new cafeteria and its ancillary functions; • Level +1: retained as much as possible apart from the creation of the lift shaft; • Level +2: a new department with multiple interior fit-outs; • Level +3: dedicated to a new office floor through complete conversion of the space beneath the roofs, currently unoccupied.  A3 – Library • Level +0: office space, changing rooms, catering and digitisation room, reading rooms, reception and storage; • Level +1: office space, storage; • Level +2: library, storage, reading areas; • Level +3: library, storage, reading areas; The project is currently at the feasibility study stage. The successful tenderer for this contract, the ARI managers and the other appointed service providers (e.g. structural engineering) interact, as part of the performance of the assignment, to develop the project and find one or more solutions that take account of all constraints known and encountered as the project is carried out. These interactions and iterations form an integral part of the assignment. In view of the phasing of the overall Learning Center project and the necessary continuity of activities to be ensured within the 20-AOUT complex, the project is divided into two independent parts, each relating to one building. For each building/part, the assignment includes a complete design and execution supervision assignment for the special technical component, based on the architectural, heritage and technical solution that will be approved by ULiège and the heritage authorities at the end of the preliminary design for each building, according to the division into phases set out below. These administrative specifications are accompanied by a guidance note for each building explaining the site constraints, requirements and sketches at this stage, technical specifications setting out the conditions for performing the assignment, and annexes. All these documents form an indivisible whole. In the event of any contradiction, the administrative clauses shall prevail.
