The training site of the Ostend Local Police currently consists of a shooting range, 3 training domes and a dog kennel. The contracting authority wishes to appoint a designer for the design and construction of a new building at the existing training site. The current structure at this location has already been demolished. The new complex must be constructed within the following available dimensions: - Main building: 13.5 m x 32.5 m - Additional lateral space for a carport: 7 m x 32.5 m The building will comprise 3 storeys: a ground floor and two upper floors, within the specified construction zone and surface area. The designer will investigate how these storeys can be organized as effectively as possible. The complex to be constructed must provide various zones tailored to the training activities taking place at the site: - GPI 48: zone accessible to all users of the site, equipped with a canteen and meeting room; - GPI 81: zone accessible only to the 30 members of SAU (Special Assistance Unit; further explanation in chapter «i»III.2.2 THOR/SAU Team Zone«-i»), consisting of, among other things, changing rooms, storage space and briefing room; - Office zone: 3 services will be accommodated here (management, weapons service and SAU editorial office); - Fitness room and server room; - Carport In addition to the known functions, we expect the designer, within the estimated budget of EUR 3,900,000.00 excluding VAT, also to take future needs into account. This means that, where possible, space must be provided that does not yet have a fixed purpose today but can later be used flexibly. The layout must be logical, safe and efficient, with a clear separation between publicly accessible zones and zones reserved for specific services. Procedure: open.
