Opportunity description

1. General purpose of the notice This notice is intended to inform the market, on a purely provisional and non-binding basis, of the contracting authority’s intention to consider the development of one or more energy projects based on a DBFM (Design, Build, Finance, Maintain) model. 2. Indicative description of the project The project concerns the design, construction, financing and maintenance of natural gas-fired power plants, with an individual capacity of between 20 and 25MW, using rapid-start gas turbine technology (aero-derivative / turbojet type) or gas engine technology. FORECAST DESCRIPTION As an indication, the project could include: • up to four (4) separate sites in the Walloon Region; • natural gas-fired electricity generation units of between 20 and 25 MW each; • connection to existing electricity networks; • a DBFM contract covering: o design and engineering, o construction, o financing, o maintenance and technical operation for an indicative period of 15 years. The scope, technical requirements and contractual terms will be defined only as part of a possible procurement procedure. Indicative estimated value Total estimated amount (non-binding): €50M per site, i.e. €200M for the 4 sites. PURPOSE OF THE NOTICE The sole purpose of this notice is to: • inform economic operators of the considerations currently under way; • collect, where applicable, purely indicative expressions of interest; • obtain general, non-binding information on: o technical capabilities, o sector references, o contractual models, o customary feasibility and bankability parameters. No comparative assessment will be carried out. PROCEDURES FOR EXPRESSING INTEREST Interested operators may submit a non-binding expression of interest including, as an indication: • a general presentation of the company / consortium; • a brief description of relevant capabilities and references; • general observations concerning the type of project envisaged. -- No tender, price, detailed technical solution or financial proposal is expected. The communication of information confers no right or advantage in a future procedure. DEADLINE Expressions of interest may be submitted within an indicative period of 6 weeks from the publication of this notice. Indicative deadline: 04/09/2026 ABSENCE OF COMMITMENT This notice: • does not constitute the launch of a public procurement procedure; • does not commit the contracting authority to proceed with the project; • does not prejudge the form, timetable or content of any subsequent procedure.
