This procedure aims to appoint a maximum of five (5) design firms for the preparation, support and/or development of spatial and/or programmatic feasibility studies, whether or not assessed for financial feasibility. The procedure falls within the Contracting Authority's need to be able to respond quickly to certain questions, investigations and assignments relating to the assessment of the functional and spatial capacity of a site and/or buildings and to investigate the feasibility of possible developments and projects that are achievable and viable. Often, a substantiated feasibility study with realistic and developable scenarios and models is requested at short notice in order to arrive at well-founded and carefully considered policy choices, visions and/or a development framework. After all, a development framework provides direction and describes all the principles and preconditions for a feasible and achievable development of an urban project: spatially, programmatically, financially, legally, technically and in terms of sustainability.
