Opportunity description
The subject of the contract constitutes a public service contract, as referred to under Article 2, 21° of the Law of 17 June 2016, and concerns the framework agreement with one participant for the daily cleaning of the AP University of Applied Sciences and Arts buildings, including the associated additional tasks & the operation of the student restaurants. Pursuant to Article 58 of the Law of 17 June 2016 and Articles 49 and 50 of the Royal Decree of 18 April 2017, the contract is divided into 2 lots, namely: - Lot 1: the daily cleaning of the AP University of Applied Sciences and Arts buildings, including the associated additional tasks - Lot 2: the operation of the student restaurants The candidate may submit a request to participate for Lot 1 and/or 2 of the Contract. Through the Contract, the contracting authority aims to conclude a framework agreement with one participant as referred to in Article 2, 35° of the Law of 17 June 2016 and as defined below. This means that the procurement procedure aims to conclude, for each lot, an agreement between the contracting authority and one contractor for the purpose of establishing, for a period of eight years, the conditions for the contracts to be awarded individually, namely with regard to prices and any quantities envisaged. Lot 1: the daily cleaning of the AP University of Applied Sciences and Arts buildings and associated additional tasks In addition to the daily cleaning, the service provider for Lot 1 is also responsible for all additional tasks. These include, among other things, the following services: - Rental and maintenance of entrance mats; - Rental and maintenance of sanitary disposal bins; - Rental and maintenance of towel dispensers/hand dryers; - Soap, dispensers, toilet paper and all other toilet accessories. The provisions will be further elaborated in the contract documents. In addition, the Contractor must perform at least 10% of the Contract through social employment. The transition to the new service provider must proceed smoothly and without interruptions. The preparation phase is scheduled from mid-August 2026. Operations must be fully operational no later than 21/09/2026. See selection guide Article 2.11.1 Lot 2 ‘the operation of the student restaurants’ The Contract includes the operation of the following student restaurants: • Campus Spoor Noord Noorderplaats; • Campus Spoor Noord Ellermanstraat; • Campus Meistraat; • Campus Koninklijk Conservatorium Antwerpen; • Campus Mutsaard • Campus Hallen The university of applied sciences and arts provides annual compensation. The university of applied sciences and arts makes the kitchen infrastructure available and pays for utilities, maintenance of the kitchen installations, pest control and waste disposal. The possible opening hours of the student restaurant are from 8h to 22h. In addition, the Contractor must perform at least 10% of the Contract through social employment. The transition to the new service provider must proceed smoothly and without interruptions. The preparation phase is scheduled from mid-August 2026.
