Works contract: Collection of urban wastewater from the Sambre river basin. Construction of the Strée wastewater treatment plant. The primary purpose of the contract is the studies, preparation of plans, construction and commissioning of a domestic wastewater treatment plant, with an administrative capacity equivalent to 1,125 PE, for the treatment of wastewater from the entity of Strée in the municipality of Beaumont. The facility will be located within the territory of the municipality of Thuin. The content of the contract and its general context of performance are set out in the technical part of these specifications. In addition to the studies, execution plans, construction and commissioning of the facility, the undertaking is responsible for preparing the documents, authorizations, permits, services, supplies and tests necessary for the execution of the works; preparing a condition survey before and after the works, drawn up in the presence of the contracting authority; and preparing the “after works” files as described in the technical clauses. The works are located in an agricultural area subject to a low risk of flooding due to overflow. Tenderers’ attention is drawn to the fact that these Special Tender Specifications contain anti-social-dumping clauses (accompanied by significant special penalties) developed within the framework of the Strategic Development Committee of the Charleroi and South Hainaut Region. They are highlighted in grey in the C.S.CH. Consequently, tenderers are strongly urged: - to take them into account when preparing their tender, as the Contracting Authority is providing itself with the means to verify the site’s compliance with them and to impose penalties in the event of an infringement; - to complete and attach to the tender the Declaration on Honour relating to the anti-social-dumping clauses included as an annex to these Special Tender Specifications. The absence of a declaration attached to the tender, or an attached but incomplete declaration, will be regarded as revealing an intention not to comply with the clauses against social dumping and, consequently, as a substantial irregularity.
