Supply, implementation, maintenance and support of an integrated LMS and ELO platform for digital training in the Road Code and Professional Competence. VDAB wishes to purchase a digital learning platform that supports VDAB customers and affiliated partners in preparing for the theoretical examinations for the various driving licence categories (including B, C, CE, D and DE) and the professional competence of professional drivers. The platform must prepare learners to obtain their theoretical driving licence in an accessible, interactive and high-quality manner. The learning environment must be suitable for a broad target group, including jobseekers, learners who speak other languages and learners with diverse learning needs. The learning content offered must therefore be developed according to contemporary didactic principles and must focus to the greatest extent possible on: simple and clear language, adapted to learners with limited language proficiency or a non-native-language background; a visual and interactive learning method in which complex traffic situations are made understandable; the use of animations, illustrations, videos and realistic traffic situations to present the subject matter in an appealing and contemporary manner; sufficient exercises, simulations and feedback opportunities so that learners can study independently and evaluate their knowledge; a clear structure and user-friendly navigation, so that learners can work at their own pace and level. The learning content must always be aligned with the current regulations and official examination requirements concerning the Road Code, driving licences and professional competence. Throughout the entire term of the agreement, the contractor is responsible for updating the content when the regulations change, including changes to the Code of the Road, driving licences and professional competence. The platform must provide functionalities for monitoring learners’ learning pathways, progress and results. In addition, it must be compatible with VDAB’s digital learning environment and provide efficient support to learners, supervisors, instructors and administrators. The solution must contribute to VDAB’s objective of guiding jobseekers towards sustainable employment in an efficient and inclusive manner, particularly in shortage occupations such as transport and logistics.
