Opportunity description

The selection guide explains the selection phase of the contract “MAINTENANCE and VERSION UPGRADE OF THE ODOO ERP AT SPI”. Through this guide, the contracting authority invites interested parties to submit a request to participate in this contract. This guide aims to select the candidates who will be invited to submit a tender in the second phase of the award procedure, on the basis of the specifications, which will be sent only to the selected candidates. The sole purpose of the selection guide is to offer interested candidates the opportunity to submit a request to participate without any obligation of completeness. The contracting authority reserves the right to derogate from the provisions of this selection guide during the procedure insofar as this does not undermine the principles of transparency, objectivity and equal treatment. The contracting authority will use this right only insofar as this does not result in any distortion of competition or any discrimination against candidates. To this end, candidates will be explicitly informed of the slightest modification (derogation, adaptation or addition). This selection guide forms an integral part of the procurement documents. “Procurement documents” means the documents applicable to the contract, including all additional documents and other documents to which they relate. A detailed description of the procedure is available in these specifications. Nevertheless, for the sake of clarity, here is a diagram showing the main stages of the procedure (4 in total). The first stage (in blue) consists of the opening of the contract, the submission of applications by the tenderers and the ON/OFF selection. The ON/OFF selection indicates that either the tenderer’s application complies with the selection criteria as defined in these specifications (and in this case, it will be invited to submit its tender for the POC), or the tenderer does not comply with one or more selection criteria and, in this case, its application will not be retained. The second stage (in green) consists of the submission of tenders for the POC by the tenderers, SPI’s analysis of the tenders received, and the selection of a certain number of tenderers (maximum 3) on the basis of the criteria set out in these specifications (see the chapter on the POC). Tenderers whose tenders have been selected will be invited to develop the POC in co-construction with SPI. The co-construction and the selection of 2 tenderers form part of the 3rd stage (in orange). Following completion of the POCs, SPI will select 2 tenderers who will be invited to submit their tenders for the specifications relating to the MAINTENANCE OF THE ODOO ERP. These tenders will also be analyzed by SPI in order to select the final partner (stage in red). Please note that this diagram is a summary of the procedure intended to schematically represent the main stages of this procedure.
