Item 1 - Development and provision of an application for forecasting and notifying users of flash-flood risks caused by runoff (flash floods), with automatic notifications sent to its users by email and SMS. 2. Item 2 - Support for this application, including at a minimum corrective, preventive and adaptive maintenance, with the definition of an SLA for detailed services. 3. Item 3 - User training and support. Watercourse managers, authorities and emergency response zones currently have no dedicated tool for notification of pluvial flood risks. These events, due to their unstable and highly localized nature, require the development of specific tools. The desired application meets this need: a tool enabling the automatic calculation of pluvial flood risks, as well as the sending of notifications to its users. The subject matter of the contract is the provision of services relating to the development of a forecasting and notification tool for flash-flood risks caused by runoff. Contract duration: 3 years, renewable twice for 1 year. Items 2 (support) and 3 (user training and support) may, however, be subject to two successive renewals of one (1) year each, under the conditions set out in these special contract specifications. These renewals do not concern either Item 1 (development) or the initial implementation of the solution. The maximum potential duration of the contract, including any renewals of Items 2 and 3, is thus limited to five years. Given the specific nature of the contract, the contracting authority must be able to ensure the proper functioning and evolution of the developed solution over time. Indeed, the subject matter of the contract concerns the implementation of an IT tool which, following its delivery, requires a configuration phase, adoption by users and adaptive maintenance over several years. The possibility of renewing the support and training services is intended to meet this need. The proposed duration complies with the application of the principle of competition and is not excessive: it is not intended to create a monopolistic situation or a distortion of competition. A shorter duration would not allow the solution to be amortized and would generate costs for the contracting authority. Procedure: open. Estimated value: 530,000 EUR.
