Opportunity description
The purpose of this contract is to provide for the pumping, removal and transport of liquid sludge and floating matter. Sludge from small decentralized wastewater treatment plants must be transported to larger treatment centers capable of dewatering it, and floating matter and non-recoverable sludge from various operating sites must be transported to the Louvain-la-Neuve wastewater treatment plant. A visit to the sites is recommended prior to submitting the tender, thereby allowing tenderers to familiarize themselves with all the infrastructure concerned (access roads and roadways, pumping conditions, water intakes, passages through meadows, fields and woods, etc.) in order to determine all the elements necessary for preparing their tender. The contract is concluded for a period of 2 years (1 year renewable 1 x 1 year). The services include: • pumping sludge from thickeners, sludge silos (storage tanks), or basins into transport tanks, • pumping floating matter from the various pits, • transporting sludge to the receiving sites, • transporting floating matter and non-recoverable sludge to the Louvain-la-Neuve wastewater treatment plant, • time required to open and close site gates (the same applies to buildings), • cleaning any sludge spills on roadways and in technical rooms, • producing sludge samples for the in BW Self-Monitoring Unit, in order to verify the dry matter (DM) content of the transported sludge. • drafting transport slips, providing the administrative and technical documents enabling the contracting authority to ensure sludge traceability, • preparing the weekly schedule, coordination meetings, safety meetings, etc. • related costs: all costs of any kind whatsoever incurred in bringing the service to a successful conclusion, including the costs of the fittings necessary to ensure piping compatibility and the cleaning of tanks used for purposes other than sludge transport, Each plant is definitively classified in one of the two lots based on an annual average dry matter content (below or above 5%) and may never change lots for occasional operational reasons, even in the event of a change related to the circumstances of the day. The allocation of plants by lot according to DM content is set out in Annex C to these specifications. The contract is divided into lots as follows: Lot 1 “Liquid sludge (DM < 5%) and floating matter” The purpose of the contract is the pumping of liquid sludge from small decentralized wastewater treatment plants located in Walloon Brabant, its transport, and the emptying of the tanks at a larger site equipped with facilities allowing the sludge to be dewatered. The estimated quantity is 10.527 m³/year of liquid sludge (i.e. 21.054 m³ for 2 years). It also concerns the pumping of floating matter from decentralized wastewater treatment plants located in Walloon Brabant, its transport, and the emptying of the tanks at the Louvain-la-Neuve site. The estimated quantity is 1.411 m³/year of floating matter (i.e. 2.822 m ³ for 2 years). Lot 2 “Liquid sludge (DM > 5%)” The purpose of the contract is the pumping, or even hydro-cleaning where applicable, of liquid sludge from small decentralized wastewater treatment plants in Walloon Brabant, its transport, and the emptying of the tanks at a larger site equipped with facilities allowing the sludge to be dewatered. The estimated quantity is 8.259 m³/year of liquid sludge (i.e. 16.518 m³ for 2 years).
