Application for: Works contract for the remediation of PFAS-contaminated soil on a BBEPP site. Bio Base Europe Pilot Plant plans to build a water treatment installation on an acquired plot of land. However, the plot is contaminated with PFAS, so remediation must take place first. In the context of the land transfer, the following documents have already been prepared and declared compliant by OVAM: • Preliminary soil investigation (OBO) • Descriptive soil investigation (BBO) • Remediation cost estimate for the accelerated transfer procedure In parallel with this procurement procedure, a project is underway with a soil expert to prepare a soil remediation project (BSP). To save time, it was decided not to wait for this BSP, but to launch these specifications now with estimated quantities. At the start of the works, a BSP declared compliant will be available. Scope of the works includes: • Earthworks: Excavation of 1800m³ of PFAS-contaminated soil. The contamination concentrations vary greatly: total PFAS between 3µg/kg DS and 2500µg/kg DS, with an average of around 500µg/kg DS. It is therefore advisable to divide the soil into different batches with the same degree of contamination and to treat these batches separately using the best available technique. • Groundwater: Excavation must be carried out to a maximum of 2m below ground level. The groundwater level is 3–4 metres below ground level, so groundwater pumping is not required. • Soil treatment: Remove the excavated soil and clean or dispose of it in a landfill • Post-treatment: Backfill with clean soil and level Note: the figures provided are estimated quantities. Exact figures will only be available after the BSP has been prepared.
