Opportunity description
Provision of services relating to the integration, configuration, adaptation, deployment, commissioning, operation, maintenance, support and, where applicable, evolution of a complete IT solution intended to support the entire regional administrative process for handling road traffic offences, primarily speeding offences and automatically detected vehicle overloads detected. The contract is not intended for the ex nihilo development of a fully bespoke solution, nor for the acquisition of a standard solution involving only minimal configuration or excessive structural dependence on the publisher or integrator. The tenderer must propose an existing solution constituting a sufficient functional and technical basis, and demonstrate that it is modular, extensible, maintainable and capable of covering, after adaptation, the functional, technical, organisational, operational and regulatory requirements specific to the Decree of 4 April 2019, the SPW processes, and the expected integrations with the regional, federal and European ecosystem. The duration of the framework agreement is four years, renewable twice for two years. The duration of the framework agreement exceeds 4 years for the following reasons: In view of the specific nature of the contract, the contracting authority needs to provide for a reasonable contract duration exceeding 4 years in order to ensure the proper performance of the contract. Indeed, the purpose of the contract is the substantial implementation of an IT solution, which will then have to be configured and undergo developments over several years. Implementing the solution represents a long-term effort in which all levels and aspects of the organisation must be involved: hierarchical, strategic, organisational, functional, technical … The co-construction of this system for both very broad and very strictly controlled data sharing requires a sustainable technical choice to be made: indeed, switching from one tool to another during the project would overload it due to the need to migrate work already completed from one solution to another, retrain users, potentially change the profiles of the implementation team, … The proposed duration complies with the application of the principle of competition and is not excessive: it is not intended to create a monopolistic situation or a distortion of competition. A shorter duration would not allow the solution to be amortised and would generate costs for the contracting authority. The scope of the contract includes, in particular, analysis, scoping, configuration, integration, documentation, training, maintenance, support, supervision, security, service continuity, reversibility and knowledge transfer services.
