Subject of the procurement: “Delivery, installation, configuration and commissioning of an integrated access control and parking zone management system”. Location of the sites: Sofia, Mladost District, 111Ж Tsarigradsko Shose Blvd. The site covers the entire territory of the science and technology park (STP), including the existing public paid zone (Multi-storey Car Park and outdoor areas) and the internal staff zone intended for controlled access by employees and partners. To ensure connectivity between the locations of the panels and the main server room, the Contracting Authority provides an established optical network infrastructure (MultiMode fiber). The Contractor must align the interfaces of the proposed equipment with the available transmission medium. The public procurement covers the performance of a set of engineering, software and installation activities divided into the following main areas: • Dismantling and preparation: Dismantling of the existing worn-out equipment (barriers – 38 units, cameras – 19 units, terminals – 19 units) and preparation of the infrastructure for the new system. • Delivery and installation: Installation of new entry-exit infrastructure, including electromechanical barriers, automatic license plate recognition (LPR) cameras, payment terminals and information displays. The equipment required to build the access control and parking zone management system must be new, certified, compatible with the software platform and comply with all applicable safety, reliability and durability standards. • Software implementation: Installation and configuration of a centralized local platform for system management, tariffing and real-time monitoring. • Integration: Connecting all new and existing (serviceable) components into a unified ecosystem. • Training and commissioning: Conducting training for the Contracting Authority’s operator staff and handing over the system in full operational readiness. The existing system covers the public paid zone, consisting of seven checkpoints. The first six of these are standard entry-exit points, each built on a single physical island, equipped with an entry and exit barrier, LPR cameras for both directions, an entry and exit terminal, and two payment devices located in the Multi-storey Car Park building. Internal subzones have also been built within the paid zone, including two control islands with barriers and cameras that manage access to the Multi-storey Car Park building. In addition, there is also an internal staff zone consisting of twelve checkpoints (Checkpoint 8–19), built as physical islands for controlled access. They operate according to strictly defined access levels via LPR or contactless cards and do not support a payment mode for external persons. Site inspection: Conducting an inspection before submitting a tender is mandatory! Site inspection: Within the deadline for receipt of tenders, interested persons must conduct an on-site inspection, for which purpose they must contact the designated person in advance and arrange a date and time for the inspection!
