Opportunity description

Lot No. 1 “Production, printing, branding and delivery of advertising materials/souvenirs for the needs of the Ministry of Foreign Affairs”; Lot No. 2 “Production of calendars for the needs of the Ministry of Foreign Affairs – reserved public procurement for specialized enterprises under Art. 12, para. 1, item 1 of the Public Procurement Act. Pursuant to Art. 21, para. 6 of the Public Procurement Act, the production of the exhibition materials necessary for the implementation of the exhibition “Diplomacy through Children’s Eyes,” with an estimated value of up to EUR 210 excluding VAT or EUR 252 including VAT, has been/will be awarded according to their individual value. The present public procurement aims to contribute to wider recognition of the institution among the foreign diplomatic missions of the Republic of Bulgaria and the Bulgarian administration, as well as to strengthen the professional image of the ministry, through advertising materials and souvenirs produced and delivered in accordance with the technical specification under Lot No. 1 The present public procurement aims to contribute to wider recognition of the institution among the foreign diplomatic missions of the Republic of Bulgaria and the Bulgarian administration, as well as to strengthen the professional image of the ministry, through advertising materials produced and delivered in accordance with the technical specification under Lot No. 2 Lot No. 2 is reserved under the list of goods and services pursuant to Art. 12, para. 1, item 1 of the Public Procurement Act (PPA), adopted by Council of Ministers Decision No. 591 of 18.07.2016, supplemented by Council of Ministers Decision No. 516 / 30.7.2025, intended for award to specialized enterprises or cooperatives of persons with disabilities or to economic operators whose main activity is the social and professional integration of persons with disabilities or disadvantaged persons. Persons may participate in the procedure provided that at least 30 percent of their staff consists of persons with disabilities or disadvantaged persons. These persons must have been registered as specialized enterprises or cooperatives of persons with disabilities for at least three years prior to the date of opening the specific public procurement procedure. Specialized enterprises or cooperatives of persons with disabilities may participate in the public procurement under Lot No. 2 provided that they can perform at least 80 percent of its subject matter using their own machinery, equipment and human resources. To meet this condition, they may use subcontractors or rely on the capacity of third parties if the subcontractors or third parties are specialized enterprises or cooperatives of persons with disabilities. Other interested persons may also participate in the procedure for the award of Lot No. 2 in compliance with the sequence provided for in Art. 81, para. 2 and para. 3 of the Regulations for the Implementation of the Public Procurement Act, but their tenders shall be considered only if there are no admitted tenders from specialized enterprises or cooperatives of persons with disabilities.
