Opportunity description

The subject matter of this contract is: “Supply, installation and warranty servicing of air conditioners for the Central Customs Directorate (CCD) in Sofia”. The subject matter and scope of the public procurement include the performance of the following activities: a) supply of air conditioners/convector heaters, dismantling of the existing equipment (if necessary), including removal of the old equipment from the CCD (if necessary), and installation of the supplied new goods, testing, start-up/commissioning, warranty maintenance (servicing); b) an option that includes supply, dismantling (if necessary), including removal of the old equipment from the CCD (if necessary), installation, testing, start-up/commissioning and warranty maintenance (servicing) of additional quantities of air-conditioning equipment; supply and installation of copper piping, a power cable and/or decorative cable trunking in excess of the quantities specified in the technical specification. The activities falling within the scope of the option will be performed as necessary and following the conclusion of an additional agreement between the Contracting Authority and the Contractor, which will specify: the quantities of air conditioners/convector heaters being commissioned and/or the quantities for the supply and installation of copper piping, a power cable and/or quantities of decorative cable trunking in excess of the quantities specified in the technical specification; the installation location(s). A detailed description of all planned works is contained in the attached technical specifications. The subject matter of the public procurement is divided into 2 (two) lots, as follows: Lot No 1: “Supply, installation and warranty servicing of air conditioners for the Central Customs Directorate (CCD)”; Lot No 2: “Supply, installation and warranty servicing of air conditioners for the Central Customs Directorate (CCD) – server room”; The estimated value of the procurement, determined in accordance with the provision of Article 21(2) and (3) of the Public Procurement Act as of the date of the decision to launch it and in compliance with the rules of Article 21(1) of the Public Procurement Act and Article 27 of the Regulations for the Implementation of the Public Procurement Act, amounts to EUR 130,000.00 excluding VAT. The estimated values of the individual lots are as follows: Lot 1 – EUR 104,500.00 excluding VAT, which includes the following amounts: up to EUR 40,460.00 excluding VAT for activities involving the supply of air conditioners/convector heaters, dismantling of the existing equipment (if necessary), including removal of the old equipment from the CCD (if necessary), and installation of the supplied new goods, testing, start-up/commissioning, warranty maintenance (servicing), and up to EUR 64,040.00 excluding VAT for an option. Note: The estimated value of EUR 40,460.00 excluding VAT for the activity involving the supply of air conditioners/convector heaters, dismantling of the existing equipment (if necessary), including removal of the old equipment from the CCD (if necessary), and installation of the supplied new goods, testing, start-up/commissioning and warranty maintenance (servicing) is the maximum that the Contracting Authority can provide. Tenders containing a proposed price for performance of the contract that exceeds the announced amounts will be proposed for exclusion due to non-compliance with this previously announced condition. Lot 2 – EUR 25,500.00 excluding VAT, for activities involving the supply of air conditioners, dismantling of the existing equipment and installation of the supplied new goods, testing, start-up/commissioning, warranty maintenance (servicing). Pursuant to Article 21(6) of the Public Procurement Act, Lot No 2, with the subject matter: “Supply, installation and warranty servicing of air conditioners for the Central Customs Directorate (CCD) – server room”, has been removed from this open procedure with the subject matter “Supply, installation and warranty servicing of air conditioners for the Central Customs Directorate (CCD) in Sofia” and has been awarded under the procedure applicable to its individual estimated value – a contract with a value under Article 20(4)(3) of the Public Procurement Act through direct award. The estimated value of Lot No 2 does not exceed EUR 79,998.77, and the total estimated value amounts to EUR 25,500.00 excluding VAT, which does not exceed 20 percent of the total estimated value of the procurement. In view of the above, this open procedure will award the supplies covered by Lot No 1, whose total estimated value amounts to EUR 104,500.00 (one hundred and four thousand five hundred) excluding VAT. Following application of the provision of Article 21(6) of the Public Procurement Act and the award of Lot No 2, the residual value of the open procedure with the subject matter: “Supply, installation and warranty servicing of air conditioners for the Central Customs Directorate (CCD) in Sofia” amounts to EUR 104,500.00 (one hundred and four thousand five hundred) excluding VAT. At the launch of the procedure, the contracting authority does not have secured financial resources for performance; therefore, it is announced under the conditions of Article 114 of the Public Procurement Act, and performance of the contracts will be deemed awarded subject to the suspensive condition that funding is secured. Performance will commence following confirmation by the contracting authority that funding has been secured and submission by the contractor of the specified performance guarantee. Performance of the contract includes: supply of air conditioners and convector heaters meeting the contracting authority’s general and minimum requirements; dismantling (if necessary) of the old equipment, its removal from the CCD building (following confirmation by the Contracting Authority) and its disposal in accordance with the legally prescribed procedure; installation of the equipment in premises expressly designated by the contracting authority, with participants required to include in the installation price: copper piping with a length of up to 8 m; a power cable (220V) with a length of up to 5 m; decorative cable trunking of the appropriate width and length concealing the power cable and piping; all import duties, fees, warehousing, insurance and transportation of the proposed equipment to and from the place of delivery, dismantling (if necessary), including removal of the old equipment from the CCD (if necessary), and installation; commissioning; provision of warranty maintenance for the air-conditioning units for a period of no less than 36 (thirty-six) months; The option includes performance of the following activities: - supply, dismantling, including removal of the old equipment from the CCD (if necessary), installation, testing, start-up/commissioning and warranty maintenance (servicing) of additional quantities of air-conditioning equipment, as necessary. - supply and installation of copper piping, a power cable and/or decorative cable trunking in excess of the quantities specified in the technical specification. The option is awarded through an additional agreement in accordance with Article 116(1)(1) of the Public Procurement Act. The estimated value of Lot No 1 is EUR 104,500.00 (one hundred and four thousand five hundred) excluding VAT, which includes the following amounts: up to EUR 40,460.00 excluding VAT for activities involving the supply of air conditioners/convector heaters, dismantling of the existing equipment (if necessary), including removal of the old equipment from the CCD (if necessary), and installation of the supplied new goods, testing, start-up/commissioning, warranty maintenance (servicing), and up to EUR 64,040.00 excluding VAT for an option that includes the supply of additional quantities of air conditioners/convector heaters, as necessary; supply and installation of copper piping, a power cable and/or decorative cable trunking in excess of the quantities specified in the technical specification. Note: The estimated value of EUR 40,460.00 excluding VAT for the activity involving the supply of air conditioners/convector heaters, dismantling of the existing equipment (if necessary), including removal of the old equipment from the CCD (if necessary), and installation of the supplied new goods, testing, start-up/commissioning and warranty maintenance (servicing) is the maximum that the Contracting Authority can provide.
