The subject matter of the public procurement is the selection of a contractor for the supply, installation, preliminary (test) trials and commissioning of one angiography system, and staff training for its operation. The subject matter of the procurement also includes warranty servicing of the supplied equipment and the supply of the necessary parts within the warranty period. The scope of activities includes: - Preparation of a technical justification for the placement of the angiography system in the room. - Preparation and submission of an investment project for the Radiation Protection part and, if necessary, other project parts (Technology, Electrical and HVAC), with attached bills of quantities, as well as other documents necessary for submission to the Regional Health Inspectorate (RHI) and the Nuclear Regulatory Agency (NRA), for the purpose of issuing a license for the use of sources of ionizing radiation for medical purposes. The Contractor shall make the necessary corrections and revisions to the submitted projects and justification, if required, at its own expense within a period determined by the Contracting Authority, following written notification. For the purpose of correctly preparing the participants’ tenders, the Contracting Authority provides a document containing the rooms’ baseline data (Appendix No. 2). When preparing the investment project, the provisions of all applicable regulatory acts required for the relevant parts and other documents reflecting good practices in research and design must be observed. If changes to the regulatory framework occur during the execution of the design work, they must be taken into account and reflected in the designs in a timely manner, following prior coordination and approval by the Contracting Authority, with its written approval being requested. The minimum technical characteristics are described in detail in the Technical Specification (Appendix No. 1). The Contracting Authority may order the angiography system (equipment) within up to 12 (twelve) months from the date the contract enters into force. The offered equipment must have parameters identical to or better than the Contracting Authority’s minimum requirements specified in the technical specification. Place of performance of the procurement: Varna, 1 “Hr. Smirnenski” Blvd., Department of Cardiology and Rheumatology. Deadline for preparing the investment project for the “Radiation Protection” part and investment projects for the “Technology,” “Electrical” and “HVAC” parts (if necessary), with attached bills of quantities: up to 30 (thirty) calendar days from receipt of the Contracting Authority’s written request and provision of the baseline data. Deadline for delivery of the angiography system: up to 90 (ninety) calendar days from receipt of the Contracting Authority’s written request. Deadline for installation, preliminary (test) trials and commissioning of the equipment – no more than 30 (thirty) calendar days after delivery; this period does not include the time required by the RHI and NRA to review the file concerning the commissioning of the equipment. Deadline for training staff to operate the equipment – up to 10 (ten) calendar days from commissioning of the equipment. Warranty period for the angiography system – no less than 12 (twelve) months from the date of signing the handover and acceptance protocol for installation, assembly and commissioning. Warranty period for the X-ray tube – in accordance with the manufacturer’s terms. During the warranty period, the Contractor shall remedy, at its own expense and within the agreed deadlines, all non-conformities, malfunctions, defects and/or deviations in the operation of the angiography system that occur and/or are discovered during its use, and shall cover all costs for labor, transportation of specialists, etc. During the warranty period, all repairs must be carried out using the manufacturer’s original spare parts and at the contractor’s expense. During the warranty period, the Contractor shall perform updates, maintenance and updating of the software and warranty servicing of the hardware. Procedure: open. Estimated value: 1,265,833.34 EUR.
