Opportunity description
The subject matter of the public procurement includes the supply of specialized apparatus for radiation and dosimetric control, intended for measuring ionizing radiation, monitoring radioactive contamination, measuring the ambient dose equivalent rate, and carrying out radiation monitoring. The procurement is divided into 7 (seven) separate lots and covers the supply of portable instruments for measuring surface activity, stationary intelligent gamma probes, a portable dosimeter-radiometer, low-background portable radiometers, large-area probes for the FH-40 radiometer, a low-background radiometer for measuring alpha and beta radioactivity from analytical aerosol filters, and autonomous gamma monitors for measuring gamma radiation in the environment. The apparatus supplied shall be new and unused and shall comply with the technical characteristics and performance requirements specified in the technical specifications and the technical assignment for the respective lots. For individual lots, performance also includes ancillary activities where provided for in the technical specification or technical assignment, such as conducting tests, training personnel, commissioning, and demonstrating the operability of the equipment supplied. For lot No. 7, a preliminary inspection of the place of performance is mandatory under the conditions specified in the public procurement documentation. The subject matter of the lot includes the supply of 5 portable instruments for measuring surface alpha/beta radioactive contamination, complete with 5 cases for storage and transport, 10 batteries, and 5 spare foils. The measuring instruments shall be new and unused, with a valid initial metrological verification, and compatible with the contracting authority’s existing equipment, and the supply includes the necessary accompanying documentation and training of personnel to operate the equipment. A detailed description of the technical characteristics and performance requirements is provided in Technical Specification No. ТЗ-66/24.06.2026, attached to the documentation, for lot No. 1. The subject matter of the lot includes the supply of 3 stationary intelligent gamma probes for measuring the dose rate from photon radiation (H*10), compatible with the gamma probes of type FH621-G-L-4-10 currently in use and the “Net View” v.4.33 control software for radiation control in the Automated Information System for Radiation Control (АИСРК) of ЦПРАО, each probe complete with 1 NEMP-FILTER and a 6-pin RS485 kit to provide network connectivity to the АИСРК data concentrators. The equipment supplied shall be factory-new, unused, non-demonstration, and non-recycled, and the supply includes the necessary accompanying documentation. A detailed description of the technical characteristics and performance requirements is provided in Technical Specification No. ТЗ-68/24.06.2026, attached to the documentation, for lot No. 2. The subject matter of the lot includes the supply of 1 portable dosimeter-radiometer for measuring the ambient dose equivalent rate from gamma and neutron radiation. The dosimeter-radiometer supplied shall be new, unused, non-demonstration, and non-recycled, complete with a charger, a computer connection cable, and software for processing spectrum data, and the supply includes the necessary accompanying documentation. A detailed description of the technical characteristics and performance requirements is provided in Technical Specification No. ТЗ-67/24.06.2026, attached to the documentation, for lot No. 3. The subject matter of the lot includes the supply of 4 low-background portable radiometers for measuring the equivalent dose rate from gamma radiation and 1 laptop computer. The radiometers and laptop computer supplied shall be new and unused, and the supply includes the necessary accompanying documentation and, where necessary, software and a cable for communication with a personal computer to perform instrument settings and calibration. Following successful incoming inspection, the contractor shall test the equipment supplied in the presence of representatives of the contracting authority. A detailed description of the technical characteristics and performance requirements is provided in Technical Specification No. 01-112/24.06.2026, attached to the documentation, for lot No. 4. The subject matter of the lot includes the supply of 2 large-area probes for measuring surface alpha and beta radioactive contamination, fully compatible with the existing FH 40 G Multi-Purpose Digital Survey Meter radiometer, 2 coiled cables for connection to the radiometer, and specialized protective foil for the detector section. The products supplied shall be new and unused, and the supply includes the necessary accompanying documentation. A detailed description of the technical characteristics and performance requirements is provided in Technical Specification No. 01-111/24.06.2026, attached to the documentation, for lot No. 5. The subject matter of the lot includes the supply of 1 low-background radiometer for measuring alpha and beta radioactivity from analytical aerosol filters. The radiometer supplied shall be new and unused, and the supply includes the necessary accompanying documentation and, where necessary, software for communication with a personal computer to perform instrument settings and calibration. Following successful incoming inspection, the contractor shall commission the equipment, conduct a test to demonstrate operability, and train the contracting authority’s personnel. A detailed description of the technical characteristics and performance requirements is provided in Technical Specification No. 01-113/24.06.2026, attached to the documentation, for lot No. 6. The subject matter of the lot includes the supply of 10 autonomous gamma monitors with an integrated detector for measuring gamma radiation in the environment, compatible with the existing computer system for communication, control, and management – MEVIS. The apparatus supplied shall be factory-new, unused, non-demonstration, non-recycled, and delivered in original packaging with its integrity intact, and the supply includes the necessary accompanying documentation, certificates/certificates of initial metrological verification, an operator’s manual in Bulgarian, and procedures for displaying the monitors in MEVIS. The contractor shall demonstrate the full operability of the monitors supplied before representatives of the contracting authority. Participation in lot No. 7 requires a mandatory preliminary inspection of the place of performance. Tenders may be submitted only by participants that have carried out a preliminary inspection, certified by a bilateral report signed by representatives of the contracting authority and the participant. To arrange the inspection, participants shall contact in advance the contact person specified in the documentation.
