Opportunity description

“Design and author's supervision of the backup and supplementary water supply to the city of Burgas from the ‘Poroy’ reservoir”, in 3 (three) separate lots, as follows: Lot 1 – Design and author's supervision of the “Poroy” drinking water treatment plant; Lot 2 – Design and author's supervision of the “Poroy – 1” and “Poroy – 2” drinking water pumping stations and pressure pipelines; Lot 3 – Design and author's supervision of the external electricity supply for the “Poroy – 1” PS, “Poroy” DWTP and “Poroy – 2” PS. For the purposes of this procurement, the contracting authority will award Lots 1 and 2 by conducting an “Open procedure” under Art. 18, para. 1, item 1 of the Public Procurement Act, with an estimated value of BGN 1,043,000.00 excluding VAT. Lot 3 is awarded under the procedure applicable to its individual value, pursuant to Art. 21, para. 6 of the Public Procurement Act, through direct award under Art. 20, para. 4, item 3 of the Public Procurement Act, with an estimated value of BGN 32,000.00 excluding VAT. A technical design is to be developed for the “Poroy” DWTP in view of the raw water qualities, in accordance with Ordinance No. 4 on the scope and content of investment designs. Each part must contain an explanatory note, calculation notes (if necessary), and drawings at an appropriate scale. The calculations performed for the purposes of the design must be illustrated in the notes with the necessary tables, graphs, and diagrams. A detailed description of the stipulated requirements is contained in the Technical Specification for the procedure. A technical design is to be developed for two interconnected pumping stations, “Poroy – 1” and “Poroy – 2”, a pressure pipeline from the “Poroy – 1” PS to the “Poroy – 2” PS, and a pressure pipeline from the “Poroy – 2” PS to the “Kamchiya” diversion. Detailed development plans, parcel plans, and a conceptual design have been prepared for the sites.
