“Current repair of the facilities of the Home Social Care Service in the town of Iskar, Iskar Municipality” under the Target Programme “Improvement of the Facilities of the Home Social Care Service”, financed by the “Social Protection” Fund of the Ministry of Labour and Social Policy. The award of the activities under this contract will be carried out pursuant to the Public Procurement Act through an open procedure. The subject of the award is the execution of construction within the meaning of Article 3(1)(1)(a) of the Public Procurement Act. The requirements for the performance of the public contract are described and regulated in detail in the Technical Specification, an integral part of this documentation. The main objective of this public contract is to select a contractor for the activities envisaged for the current repair of the facilities of the Home Social Care Service in the town of Iskar, Iskar Municipality, under the Target Programme “Improvement of the Facilities of the Home Social Care Service”, financed by the “Social Protection” Fund of the Ministry of Labour and Social Policy. This public contract, with the subject of construction and design, will be awarded through an “open procedure” for the selection of a contractor for a public contract pursuant to Chapter Twenty-Five of the Public Procurement Act, in accordance with Article 18(1)(1), in conjunction with Article 20(1)(1)(a) of the Public Procurement Act. Pursuant to Article 73(1) of the Public Procurement Act, the Contracting Authority has chosen to apply an open procedure in awarding this public contract. Wherever the terms “Public Contract” and/or “Contract” and/or “Procedure” appear in this documentation, they shall be interpreted as a public contract awarded pursuant to the Public Procurement Act and which will be awarded through an open procedure within the meaning of the Public Procurement Act. With regard to the conditions for conducting the procedure that are not regulated in the complete Participation Documentation, the provisions of the Public Procurement Act, the Regulations for the Implementation of the Public Procurement Act, Directive 2014/24/EU of the European Parliament and of the Council of 26 February 2014 on public procurement and repealing Directive 2004/18/EC, and the Methodological Guidelines of the Public Procurement Agency shall apply, as well as the relevant national and international regulatory acts (primary and secondary legislation) governing the activities within the scope of the award, in accordance with the specific features of the subject matter of this public contract, including those relevant to the various cases of participation by specific economic operators—local and/or foreign natural and/or legal persons—with regard to the administrative and legal framework, legal capacity, and technical capabilities, for which persons the relevant and applicable regulatory provisions and registration and licensing regimes are significant. This public procurement award procedure is based on the principles of publicity and transparency, free competition, proportionality, equal treatment, and non-discrimination, providing an opportunity for the participation of all Bulgarian or foreign natural persons, legal persons, their Associations, as well as all other entities meeting the requirements of the Contracting Authority, embodied in the set of documents constituting the documentation for participation in the procedure.
