The subject of the public procurement is the selection of a contractor for the supply of sports training equipment for canoe-kayak (also referred to in the documentation as “goods,” “products,” or “items”) for the needs of the Medical University “Prof. Dr. Paraskev Stoyanov” – Varna, in accordance with the technical specification (Appendix No. 1). The procurement includes periodic deliveries of goods ordered in advance and specified by the Contracting Authority by type, technical data, color, sizes, quantities, and personalization. The Contracting Authority provides data regarding the type, placement, and content of the personalization. For the purposes of this public procurement, personalization shall mean the visualization of images/logos/inscriptions on the goods through the use of various types of technologies. This public procurement is reserved within the meaning of Art. 12, para. 2 of the Public Procurement Act and is intended to be awarded to participants under Art. 12, para. 1, item 1 of the Public Procurement Act, because its subject matter includes supplies of goods from the List of Goods and Services in accordance with the Common Procurement Vocabulary, adopted by Council of Ministers Decision No. 591/18.07.2016. Where the participants are specialized enterprises or cooperatives of persons with disabilities, they must meet the conditions of Art. 12, para. 5 and para. 6 of the Public Procurement Act. Other interested persons may also participate in the public procurement, but their tenders shall be considered only if there are no admitted tenders from the persons under Art. 12, para. 1 of the Public Procurement Act. Nature and quantity of the activities performed: supply of 505 items of goods, in accordance with the attached technical specification (Appendix No. 1). The quantities specified in the technical specification are estimated and will be used to evaluate the tenders. The type and quantities of goods ordered shall be determined by the Contracting Authority depending on its specific needs and financial resources. The Contracting Authority is not bound by an obligation to exhaust the stated maximum permissible value and volume of the contract and reserves the right to order more and/or less than the estimated quantities. Each participant must submit a tender for all nomenclature items included in the technical specification (Appendix No. 1). The unit price for delivery of the ordered goods (including the price of personalization) must be final, per unit of measure (item), shall not be subject to change during performance of the contract, and shall include all activities and costs of the Contractor directly or indirectly related to performance of the subject matter of the procurement (for materials, packaging, printing, transportation costs to the location specified for delivery, taxes, fees, customs duties, and other additional costs), constituting the full and final unit price excluding VAT for performance of the procurement. Time limit for fulfilling orders: • for preparation by the Contractor of a design showing the placement of the personalization on the items – no longer than 3 (three) working days from the date an order is submitted by the Contracting Authority; • for approval by the Contracting Authority of a design showing the placement of the personalization on the items – no longer than 3 (three) working days from the date of receipt of the design prepared by the Contractor; • for delivery of a finished personalized item – no longer than 15 (fifteen) working days from the date the personalization is approved by the Contracting Authority.
