Bulgaria – Construction, foundation and surface works for highways, roads – “Selection of a contractor for the construction, major repair, rehabilitation and routine maintenance of streets, municipal roads and their facilities within the territory of Burgas Municipality under 5 separate lots.”

Opportunity description

The purpose of this procedure is to conclude a Framework Agreement between Burgas Municipality and one contractor for each of the separate lots. The activities subject to award under the framework agreement will be individualised through written assignments to the potential contractor under the respective separate lot. In view of the specific nature, difficulty and complexity of the types of work to be performed, they could not be determined in advance. Activities of varying complexity and type of performance arise during the fulfilment of the subject matter of the contract. The scope, main parameters and conditions under which the activities included in the public procurement contract will be performed are specified in the Technical Specification – Appendix No. 5. The volume of the envisaged construction and installation works will be exhaustively specified by type and quantity in the working/technical design for each individual sub-site, in the design and cost estimate documentation relating thereto, or in the relevant assignment letter. Contract No. 93-ОП23-15(304)/11.08.2026 was concluded with the subject matter: “Construction, major repair, rehabilitation and routine maintenance of streets (including sections of the National Road Network falling within the regulated boundaries of populated areas), municipal roads and their facilities within the territorial scope covered by Separate Lot З — ‘ОП 3 Долно Езерово’, namely: carriageways for main traffic, central reservations between carriageways for main traffic, carriageways for local traffic, /local carriageways], dividing strips between the carriageways for main and local traffic, cycle lanes and pavements/ and municipal roads with their facilities, under Framework Agreement No. 93-ОП23-15(40)/28.11.2023, with the subject matter: ‘Performance of construction, major repair, rehabilitation and routine maintenance activities on streets (including sections of the National Road Network falling within the regulated boundaries of populated areas), municipal roads and their facilities within the territory of Burgas Municipality, with the territorial scope under Separate Lot No. З — “ОП З Долно Езерово”, namely: carriageways for main traffic, central reservations between carriageways for main traffic, carriageways for local traffic, /local carriageways/, dividing strips between the carriageways for main and local traffic, cycle lanes and pavements/ and municipal roads with their facilities.’ The activities to be performed under Contract No. 93-ОП23-15(304)/11.08.2026 consist of the following: carriageways for main traffic, central reservations between carriageways for main traffic, carriageways for local traffic, /local carriageways/, dividing strips between the carriageways for main and local traffic, cycle lanes and pavements/ and municipal roads with their facilities. Performance of the public procurement contract includes activities related to construction (including preparation of a design), major repair, rehabilitation and routine maintenance of streets and roads within the territorial scope pursuant to Appendix No. Т1.3, namely: - Systematic care to ensure the normal year-round operation of the road/street, as well as activities intended to ensure the technical condition of the road/street and road facilities in accordance with the applicable regulations and technical specifications for construction products /including the rectification of isolated damage and deformation to elements within the scope of the road/street and road facilities and prevention of their further development/, rectification of local damage resulting from normal road operation and damage to the road surface and road facilities. - Construction and repair (including preparation of a design) of streets and roads; - Supply and incorporation of the necessary materials compliant with the technical specifications. - Performance of the necessary tests and laboratory examinations. - Rectification of defects that appear during the warranty periods specified in the public procurement contract. Scope: 1) Populated areas and residential districts: Dolno Ezerovo district, the town of Bulgarovo, the village of Ravnets, the village of Bratovo; 2) Industrial zones: Bulgarovo Industrial Zone; 3) Municipal roads: Municipal Road IV-1033, Municipal Road IV-1030, Municipal Road IV-3035; 4) National roads maintained jointly with the Road Infrastructure Agency under a memorandum of agreement: Road III-9008 from km 2+680 (description in Appendix No. С16) to km 4+280, Road III-9008 from km 4+280 to km 6+250, including Zahari Zograf Street, Dolno Ezerovo district, Road III-9008 from km 6+250 to km 6+470, including Kiten Street, Dolno Ezerovo district, Road III-9008 from km 6+470 to km 8+729. The scope of ОП3 Долно Езерово includes all adjoining pavements, cycle lanes and facilities belonging to the roads, streets and boulevards included in the separate lot. The boundaries of ОП3 Долно Езерово are shown in the following appendices: Appendices Nos. С1 and С16.
