Opportunity description

This procedure aims to conclude a Framework Agreement between Burgas Municipality and one contractor. The activities subject to award under the framework agreement will be specified through written assignments to the potential contractor. In view of the specific nature, difficulty and complexity of the types of work to be performed, they could not be determined in advance. Activities of varying complexity and type of execution arise in carrying out the subject matter of the contract. The scope, main parameters and conditions under which the activities included in the public procurement contract will be performed are defined in the Technical Specification – Appendix No. 5. The volume of the planned construction and installation works will be exhaustively determined by type and quantity in the working/technical design for each individual sub-site, in its design and cost estimate documentation or in the relevant assignment letter. Contract No. 93-ОП23-55/76/11.08.2026 was concluded with the subject: “Construction, major repair, rehabilitation and routine maintenance of streets (including sections of the Republican Road Network falling within the regulated boundaries of populated areas), municipal roads and their facilities in Separate Subdistrict (OP) 9 ‘Osvobozhdenie’,” under Framework Agreement No. 93-ОП23-55(2)/28.12.2023, with the subject: ““Construction, major repair, rehabilitation and routine maintenance of streets (including sections of the Republican Road Network falling within the regulated boundaries of populated areas), municipal roads and their facilities in Separate Subdistrict (OP) 9 ‘Osvobozhdenie’ within the territory of Burgas Municipality.” The activities for the performance of this contract consist of the following: main traffic carriageways, median strips between the main traffic carriageways, local traffic carriageways,/local carriageways/,median strips between the main traffic carriageways, bicycle lanes and sidewalks/and municipal roads with their facilities. The scope, main parameters and conditions under which the activities included in the public procurement contract (OP) will be performed are defined in the Technical Specification–App. No. 5. The volume of the planned construction and installation works will be exhaustively determined by type and quantity in the working/techn. design for each individual sub-site,in its design and cost estimate documentation or in the relevant assignment letter. The contracting authority assigns in writing to the potential contractor the activities and construction and installation works to be performed under the concluded contract by means of an Assignment Letter,which is sent by e-mail to the potential contractor’s electronic address (e-mail). Where urgent and emergency activities and construction and installation works need to be assigned immediately, their performance is assigned to the CONTRACTOR by electronic mail (e-mail).In these cases, sending an Assignment Letter is not necessary.Urgent and emergency activities mean actions to eliminate all sources creating an increased risk for all road users and any obstruction on the road within the meaning of §6, item 37 of the Supplementary Provisions of the Road Traffic Act, which by its nature and/or condition is capable of causing damage. The scope of OP includes the following activities related to construction (including design preparation), major repair, rehabilitation and routine maintenance of streets and roads within the territorial scope pursuant to Appendix No. Т1.9, namely: - Provision of systematic care to ensure normal year-round operation of the road/street, as well as activities intended to ensure the technical condition of the road/street and road facilities in compliance with the applicable regulatory acts and technical specifications for construction products /including the elimination of isolated damage and deformation to elements within the scope of the road/street and road facilities and prevention of their further development/,elimination of local damage resulting from normal road operation and damage to the road pavement and road facilities. - Construction and repair (including design preparation) of streets and roads; - Supply and incorporation of the necessary materials complying with the technical specifications. - Performance of the necessary tests and laboratory examinations. - Rectification of defects arising during the warranty periods specified in the public procurement contract. Scope of OP9 Osvobozhdenie: Populated areas and residential districts - village of Mirolyubovo (excluding the section of road ІІІ-6009 falling within the regulated boundaries of the village of Mirolyubovo);village of Izvorishte (excluding the section of road ІІІ-6009 falling within the regulated boundaries of the village of Izvorishte);Slavykov Residential District;Lozovo Quarter;Vetren Quarter;Banevo Quarter;Industrial zones;Northern Industrial Zone;Main boulevards and streets;Stefan Stambolov Blvd. in the section from Transportna St. (including the roundabout) to the roundabout in front of the "Mirage" Hotel-the two street carriageways,their adjacent sidewalks and the median strip;Yanko Komitov Blvd.;Trakia Blvd.;Odrin St. from the "Trapezitsa" roundabout to the turnoff for Lozovo Quarter. Municipal roads-BGS1031 “І-6 /Aytos-Burgas/-Vetren-Burgas Mineral Baths-Banevo” from km 0+000 to km 2+500;BGS3032 “ІІІ-6009 /Mirolyubovo-Bryastovets-Izvorishte-Banevo-BGS1031/” from km 0+000 to km 8+500;BGS1034 “ІІІ-9008 /Burgas–Dolno Ezerovo Quarter/-Lozovo Quarter” from km 0+000 to km 1+000. Republican roads maintained jointly with the Road Infrastructure Agency under an agreement protocol-road І-6 “Sofia-Burgas” in the section from km 485+704 /the beginning of Vetren Quarter/ to km 496+312 /roundabout with road І-9/;Road І-9 “Varna-Burgas”-from km 240+526 /roundabout with St. Stambolov Blvd./ -Prof. Y. Yakimov St.-Kraiezерна St. /in the section from the overpass above the freight station to km 244+903/-to km 245+418 /the road connection of the "Vl. Pavlov" overpass with T. Aleksandrov Blvd.;Road ІІІ-9008 “Burgas-Dolno Ezerovo Bratovo”-from km 0+000 /Overpass above the freight station/to km 2+578 (description in Appendix No. С17).The scope of OP9 Osvobozhdenie includes all adjacent bicycle lanes and facilities belonging to the roads,streets and boulevards included in the separate subdistrict.
