The subject of the procurement is “Preparation of a comprehensive report assessing compliance with the essential requirements for construction works and provision of construction supervision during the construction of sites: the space between apartment blocks on “Pristanishtna” St. opposite PI 44238.505.1011, the “Chuchurkata” public area for short stays and recreation, “Bahchite” locality (PI 44238.190.57, PI 44238.190.53 and PI 44238.190.54), as well as the space between apartment blocks between the RSPBZN building and the adjoining streets – “Pristanishtna” St., “Knyaz Ivan Kulin” St. and “Hristo Botev” St. (PI 44238.505.6060), within Activity 3 ‘Green Urban Infrastructure in the Town of Lom’ under Project No. BG16FFPR003-2.006-0109-C01 ‘Combined Integrated Territorial Investments (ITI)’, financed under the ‘Development of the Regions’ Programme 2021–2027.” The subject of the public procurement includes the following activities: Activity 1: Preparation of a comprehensive report assessing the compliance of the investment designs with the essential requirements for construction works, pursuant to Art. 166, para. 1, item 1, proposition 1 in conjunction with Art. 142, para. 6, item 2 of the Spatial Development Act (ZUT), within the mandatory scope regulated in Art. 142, para. 4, para. 5 and para. 9 of the Spatial Development Act (ZUT); Activity 2: Activities related to the provision of construction supervision, as well as verification and control of the construction materials delivered and incorporated into the construction works, coordination of the construction process until the intervention site is commissioned, all as regulated in Art. 166 and Art. 168 of the Spatial Development Act /ZUT/, as well as the responsibilities arising from Art. 178 of the Spatial Development Act (ZUT). The consultant is obliged to perform the mandatory scope of activities in accordance with the requirements of the Spatial Development Act, the requirements of Ordinance No. 3 of 2003 on drawing up acts and protocols during construction, taking into account the requirements of the Ordinance on the Essential Requirements for Construction Works and Assessment of the Conformity of Construction Products and all statutory and secondary legislation in the field of construction in Bulgaria. The scope of this public procurement includes the following sites: the space between apartment blocks on “Pristanishtna” St. opposite PI 44238.505.1011, the “Chuchurkata” public area for short stays and recreation, “Bahchite” locality (PI 44238.190.57, PI 44238.190.53 and PI 44238.190.54), as well as the space between apartment blocks between the RSPBZN building and the adjoining streets – “Pristanishtna” St., “Knyaz Ivan Kulin” St. and “Hristo Botev” St. (PI 44238.505.6060), designated for the construction and development of green urban infrastructure within the territory of the town of Lom under Activity 3 ‘Green Urban Infrastructure in the Town of Lom’ of Project No. BG16FFPR003-2.006-0109-C01 ‘Combined Integrated Territorial Investments (ITI)’, financed under the ‘Development of the Regions’ Programme 2021–2027. The sites are urbanized spaces with potential for the development of elements of green urban infrastructure which are currently characterized by an unsatisfactory technical and operational condition. The existing pavements are partially or entirely deteriorated, consisting in certain sections of worn asphalt, earth or crushed-stone surfaces with impaired evenness, with localized subsidence, irregularities and a lack of effective surface drainage, resulting in the retention of rainwater. In a significant part of the area, landscaping elements—paths, sidewalks, curbs, recreation areas, as well as functionally designed green spaces—are absent or severely worn, while the existing vegetation is partially degraded and unorganized. The total indicative area of the sites subject to intervention amounts to approximately 7,259 sq. m., distributed among the individual sites as follows: the space between apartment blocks on “Pristanishtna” St. – approximately 2,190 sq. m., the “Chuchurkata” area – 3,301 sq. m., and the space between apartment blocks in the vicinity of RSPBZN – approximately 1,768 sq. m.
