Vidin - Dimovo)”, in the section from km 1+360 to km 1+400 The purpose of the public procurement is for the Road Infrastructure Agency to select a contractor for a consultancy service for each lot and to conclude a contract for the preparation of a comprehensive report assessing compliance with the essential requirements for construction works and technical control for the “Structural” part, and for the exercise of construction supervision during the construction of the site in each of the lots, with a view to ensuring high-quality construction of the sites in accordance with regulatory requirements and compliance with the agreed deadlines. IMPORTANT! Each participant in the procedure has the right to submit a tender for a maximum of 2 (two) lots! Existing situation: Road 4403 “Gabrovo – Ryazkovtsi – Vetrovo – Shipchenite – Kozi rog – (Sevlievo – Yantra)” in the section from km 15+896 to km 17+104 is part of the national road network. The road section under consideration is within the territory of the Gabrovo Regional Road Administration. According to the information provided by the Gabrovo Regional Road Administration, the characteristics of the subsided section are as follows: Road III-4403 serves sites important to the district and the region, such as a solid household waste landfill serving Gabrovo Municipality and Tryavna Municipality, and the “Kozirog” quarry and asphalt plant. The quarry and asphalt plant are strategic sites for the entire Gabrovo District, and transport access to them via road ІІІ-4403 in the section from km 12+382 to km 18+090 is the only possible available access. In addition to providing access for the residents of the villages through which it passes – Ryazkovtsi, Vetrovo, Shipchenite and Kozi rog – the road also provides access for the residents of the villages of Zhivko, Vlaychovtsi, Zdravkovets and Byalkovo, who have no other alternative transport connection. It is necessary to restore and improve the road’s transport and operational condition and to restore the load-bearing capacity, evenness and skid-resistance properties of the road pavement; the safety of the road structures; the effective operation of the drainage facilities; the safety installations and others, with the aim of ensuring traffic safety. The road is located entirely in hilly terrain with a predominantly mixed profile, with numerous vertical and horizontal curves, most of which have small radii. In the section around km 16+000, a situational change to the route was carried out in 1997 – a shift to the left, necessitated by subsidence of the right traffic lane caused by activated destabilization processes. According to the “Technical characteristics”, the width of the pavement in the section from km 15+896 to km 17+104 is 6.50 m. The shoulders have a predominant width of 1 m – unpaved. There are no road intersections or junctions in the section under consideration. Structure of the existing pavement /according to passport data/: - wearing course – 8 cm; - binder – 4 cm; - bituminized crushed-stone base – 10 cm; - crushed-stone pavement – 50 cm. Years in which repairs were carried out: - 1987 – from km 9+900 to km 18+090 – reconstruction; - 1989 - from km 13+850 to km 16+340- resurfacing; - 2009 - from km 16+400 to km 16+630 – local repair of a weak section, including resurfacing. The condition of the road pavement is “poor” – according to the 2019 yearbook on the condition of the national roads within the territory of the Gabrovo Regional Road Administration. For the most part, it has damage caused by heavy-goods traffic and destabilization processes: deterioration caused by the presence of longitudinal and alligator cracks and cracks due to slippage; deformations – ruts, pavement displacement, multiple settlements. The intensive, predominantly heavy-goods traffic serving the “Kozirog” asphalt plant and quarry is one of the main reasons for the poor condition of the road pavement in this section. The Gabrovo Regional Road Administration has no available data on the load-bearing capacity of road ІІІ-4403, and no measurements of the evenness of the road pavement have been performed. According to the available passport data for the road, there are no large structures – bridges – in the section under consideration. There are 4 culverts, as follows: - pipe culverts – with an opening of Ø 1000 – 3 units (at km 16+249, at km 16+380 and at km 16+754); - box culvert – with an opening of 1.10 m – 1 unit (at km 15+931); In the section from km 15+830 to km 16+000 – the right traffic lane is affected by settlement, cracking and partial subsidence (by approximately 20 cm), while the shoulder has completely slipped away. In the section from km 16+634 to km 16+709 and in the section from km 16+730 to km 16+764 – slippage of the shoulder to the left of the carriageway is observed. In the section from km 16+970 to km 17+086 – the road is in a left horizontal curve, with the deformed section of the right traffic lane having a width of 0.50 m to 5.00 m, the shoulder on the right having subsided, and, as a result of the deformations and deterioration of the road pavement, the cross slope of the roadway has been compromised and it is dangerous for traffic. According to the available data, the Gabrovo Regional Road Administration has no record of underground utility lines and facilities in the section under consideration, but this does not exclude their presence from before the entry into force of the Ordinance on the Special Use of Roads. According to data from the “Traffic Police” sector at the Regional Directorate of the Ministry of Interior – Gabrovo, there are no locations with a concentration of road traffic accidents in the section. No General Profile Traffic Census on the roads in the Republic of Bulgaria has been conducted for the road section under consideration.
