Opportunity description

In the performance of this public procurement contract, the Contractor shall carry out, with quality and in a timely manner, in full compliance with the applicable regulatory framework and the Contracting Authority’s requirements, the following activities: Assessment of the compliance of all parts of the investment project with the essential requirements for the construction works covered by the procurement, to the extent and with the content required under the Spatial Development Act (ZUT), including, where necessary, assessment of compliance and technical control of the Structural part pursuant to Article 142(10) of the ZUT, and preparation of a comprehensive report on the compliance assessment performed; Assistance to the Contracting Authority in the procedure for coordination and approval of the investment project and issuance of a Building Permit; Provision of construction supervision during construction until acceptance and commissioning of the construction works covered by the procurement, within the mandatory scope regulated by the ZUT, the secondary legislation for its implementation and other relevant regulatory documents; Assessment of the compliance with the essential requirements for construction works of all parts of the investment project prepared, where necessary, due to amendments to the approved investment project falling within the scope of substantial deviations under Article 154(2) of the ZUT during construction, for the construction works covered by the procurement, to the extent and with the content required under the ZUT, including, where necessary, assessment of compliance and technical control of the Structural part pursuant to Article 142(10) of the ZUT, and preparation of a comprehensive report on the compliance assessment performed; Assistance to the Contracting Authority in the procedure for coordination and approval of all parts of the investment project prepared, where necessary, due to amendments to the approved investment project falling within the scope of substantial deviations under Article 154(2) of the ZUT during construction, and supplementation of the issued Building Permit; Performance of the functions of Health and Safety Coordinator in accordance with the provisions of Ordinance No. 2 of 2004 on the minimum health and safety requirements for the performance of construction and installation works, including performance of all obligations of the Contracting Authority provided for in the said Ordinance; Preparation of a Final Report for the construction works pursuant to Article 168(6) of the ZUT and §3 of the Supplementary Provisions of Ordinance No. 2 of 31 July 2003 on the commissioning of construction works in the Republic of Bulgaria and minimum warranty periods for completed construction and installation works, facilities and construction sites, a Technical Passport for the construction works pursuant to Article 176a of the ZUT and Ordinance No. 5 of 2006 on technical passports for construction works, and a Report on the implementation of the Construction Waste Management Plan pursuant to Annex No. 6 to the Ordinance of 05.12.2017 on construction waste management and the use of recycled construction materials; Management of the processes for commissioning the construction works until issuance of a Use Permit – covered by the procurement; Preparation and submission of Reports and opinions at the request of the Contracting Authority; Management of the processes for remedying defects in the construction works within the warranty periods pursuant to Ordinance No. 2 of 31 July 2003 on the commissioning of construction works in the Republic of Bulgaria and minimum warranty periods for completed construction and installation works, facilities and construction sites; Fulfilment of the administrative requirements under the applicable regulatory framework. The Contractor must perform the tasks arising from its obligations as a consultant assessing the compliance of investment projects with the essential requirements for construction works and providing construction supervision through the qualified natural persons specified in the certified list of the team of qualified natural persons through whom the activity is carried out—an integral part of the certificate issued to the Contractor for carrying out the activities under Article 166(1)(1), pursuant to Article 166(2) of the ZUT.
