Full name of the public procurement: "Conclusion of a framework agreement for the provision of consultancy services for assessing the compliance of investment projects and exercising construction supervision during construction and installation works commissioned by Burgas Municipality under lots as follows: Lot 1: Preparation of reports assessing the compliance of investment projects with the essential requirements for construction works for all types of construction works from the first to the fifth category and surveys to establish the technical characteristics related to the requirements under Art. 169, para. 1 and para. 3 of the Spatial Development Act and preparation of a technical passport under Art. 176b, para. 2 of the Spatial Development Act for existing sites; Lot 2: Exercise of construction supervision for construction works from the first to the fifth category for the construction and repair of water supply and sewerage facilities, their associated structures, as well as other hydraulic engineering facilities; Lot 3: Exercise of construction supervision for construction works from the first to the fifth category for the construction and repair of facilities for the construction of external electricity supply, street lighting, telecommunications systems and all other facilities in the field of electricity supply and telecommunications; Lot 4: Exercise of construction supervision for construction works from the first to the fifth category, excluding the facilities under Art. 14, para. 2 of the Chamber of Builders Act concerning high-rise construction facilities; Lot 5: Exercise of construction supervision for construction works from the first to the fifth category for the development and landscaping of sites, stabilization of landslides, dikes, reclamation, etc.;“ The scope of the public procurement includes the following activities: For Lot 1: - assessment of the compliance of investment projects with the essential requirements for construction works from the first to the fifth category within the scope of Art. 142, para. 5 of the Spatial Development Act. - assessment of the compliance of the "Structural" part under Art. 142, para. 10 of the Spatial Development Act; - conducting surveys to establish the technical characteristics related to the requirements under Art. 169, para. 1 and para. 3 of the Spatial Development Act and preparation of a technical passport under Art. 176b, para. 2 of the Spatial Development Act for existing sites; For Lots 2, 3, 4 and 5: - exercise of construction supervision during construction for construction works from the first to the fifth category, under Art. 168 and Art. 169b of the Spatial Development Act; - preparation of technical passports for the construction works under Art. 2, para. 1, items 1 and 3 within the scope specified in Art. 4 of ORDINANCE No. 5 of 28.12.2006 on the technical passports of construction works, issued by the Minister of Regional Development and Public Works, promulgated, State Gazette, No. 7 of 23.01.2007. - geodetic surveying of the construction works under Art. 54a of the Cadastre and Property Register Act; - project for amendment and/or supplementation of the Cadastral Map and cadastral registers in connection with recording the construction works; The procurement covers all projects and construction works for new construction, reconstruction, conversion and major repairs for which Burgas Municipality is the Contracting Authority within the meaning of Art. 161 of the Spatial Development Act and which commence during the term of the contracts concluded on the basis of this public procurement, including until their completion. The contractors will provide the services that are the subject of this public procurement after notification by the Contracting Authority that a need has arisen. Pursuant to Art. 114 of the Public Procurement Act, each specific award will be carried out after funding has been secured for the specific site. More information is contained in the draft contract. The Contracting Authority assigns in writing to the potential contractor the activities envisaged for the respective lot, which are to be performed in connection with the framework agreement concluded under the same lot through separate contracts for specific sites . . Financing of this public procurement: from the budget of Burgas Municipality, loans; decisions (programmes); approved and financed by the Standing Committee for Protection of the Population in the Event of Disasters, Emergencies and Accidents under the Council of Ministers; earmarked funds provided to Burgas Municipality from the state budget and others; European programmes, structural and cohesion funds in which Burgas Municipality has participated and has approval and confirmation of financing for the respective budget year. Contract No. 93-ОП25-13/320/11.08.2026, BG16FFPR003-1.001-0056-C01-U-03, concluded with the subject: “Exercise of construction supervision during the execution of the site: "INNOVATIVE STUDENT AND SCIENTIFIC CAMPUS: Stage II, sub-site: Building 5—Multifunctional Educational Building.”, under Framework Agreement No. 93-ОП25-13/11/07.07.2025, with the subject: “Provision of consultancy services for assessing the compliance of investment projects and exercising construction supervision during construction and installation works commissioned by Burgas Municipality under "Lot 4: Exercise of construction supervision for construction works from the first to the fifth category, excluding the facilities under Art. 14, para. 2 of the Chamber of Builders Act concerning high-rise construction facilities". The scope of the contract includes the following services: -exercise of construction supervision during construction for construction works from the first to the fifth category, under Art. 168 and Art. 169b of the Spatial Development Act, including geodetic surveying of the construction works under Art. 54a of the Cadastre and Property Register Act and a project for amendment and/or supplementation of the Cadastral Map and cadastral registers in connection with recording the construction works; -preparation of a technical passport for the construction works under Art. 2, para. 1, items 1 and 3 within the scope specified in Art. 4 of ORDINANCE No. 5 of 28.12.2006 on the technical passports of construction works, issued by the Minister of Regional Development and Public Works, promulgated, State Gazette, No. 7 of 23.01.02007. For the specific construction works, construction supervision covers all parts (disciplines) of the project documentation and the issued construction permit. Term of the contract: “The period for the performance of a specific type of service shall cover the entire period of execution of the construction and installation works at the site until it is brought into operation in accordance with Art. 177 of the Spatial Development Act and Ordinance No. 2/2003 on bringing construction works into operation in the Republic of Bulgaria.” The expenditure is under Grant Agreement No. BG16FFPR003-1.001-0056 - C01 under the Regions in Growth Programme 2021-2027.
