The subject of the procurement is "Engineering – design and construction and installation works for the purpose of internal renovation and construction of a fire alarm system in Dormitory Block No. 2, Entrance B, at the National Vocational High School of Computer Technologies and Systems, Pravets, at the Technical University of Sofia" and includes the following activities: 1. Preparation of investment designs at the “Technical Design” phase for Block No. 2, Entrance B, with scope and content pursuant to the Spatial Development Act and Ordinance No. 4 on the scope and content of investment designs. 2. Carrying out all necessary activities for coordinating the investment design with the Regional Fire Safety and Civil Protection Service; 3. Execution of the internal construction and installation works for Entrance B of Block No. 2, in accordance with the prepared Technical Design and the construction and installation works specified in the Bill of Quantities and Cost Estimate; 4. Supply and incorporation into the construction of the necessary construction products conforming to the investment design; 5. Manufacture and/or supply of construction details/elements and equipment and their incorporation into the Construction; 6. Notification of the Contracting Authority of any arising need for additional design work; 7. Carrying out the necessary tests and laboratory analyses; 8. Preparation of construction documents and as-built documentation for the site, Block No. 2, Entrance B; 9. Remedying deficiencies identified upon handover of the site /Block No. 2, Entrance B/; 10. Remedying defects that become apparent during the warranty periods specified in the public procurement contract in accordance with the tender; 11. Provision of designer supervision. The site covered by this procurement falls within construction category three within the meaning of Ordinance No. 1 on the nomenclature of types of construction works and the Spatial Development Act. Dormitory No. 2 is a building with a large-panel reinforced concrete structure, with a built-up area of 1,319 m2 or a gross floor area of 4,801 m2. According to the cadastral map of the town of Pravets, the building is located in quarter 9, Regulated Land Plot I. It is publicly owned by the state. At present, the dormitory does not comply with the requirements of the energy-efficiency regulations. The façade walls are severely compromised. In places, the plaster has fallen away. There is no thermal insulation, which leads to significant heat losses during the winter period. The existing unreplaced wooden window frames, which are in poor condition with warped frames and missing seals, further contribute to the poor conditions. The class of the window frames does not meet contemporary requirements for achieving a higher energy-efficiency class. The condition of the building requires renovation of the sanitary facilities, rooms, foyers, corridors, staircases and service rooms. Some of the walls on the floors have internal wooden panelling, and this, together with the overall internal appearance of the walls of Wing B, is in very poor condition. The objective of this procurement is to improve the living conditions of the students by carrying out internal renovation in Dormitory No. 2, Entrance B. Improvement of the microclimate, savings in building maintenance costs, provision of a modern environment for high-quality independent study by the students, and creation of an opportunity to use the full capacity of the dormitory. Renovation of the building of Dormitory No. 2, Entrance B, is planned. The following activities are planned: 1. Replacement of the existing wooden window frames of Dormitory No. 2, Entrance B, with new five-chamber PVC frames with low-emissivity glass for insulating glass units with coefficient K<1.4 W/m2k; 2. Replacement of the heating installation of Dormitory No. 2, Entrance B; 3. Restoration of the lighting in Dormitory No. 2, Entrance B. 4. Replacement of the water supply and sewerage installation of Dormitory No. 2, Entrance B – vertical and horizontal; 5. Replacement of the electrical installations and switchboards of Dormitory No. 2, Entrance B; 6. Internal renovation of rooms and entrance halls, foyers, corridors and staircases, service rooms, including sanitary facilities, in Dormitory No. 2, Entrance B – skim coating, tiles, latex paint, suspended grid ceilings, laminate flooring, supply and installation of sanitary equipment, etc.; 7. Fire alarm installation with an audible signal on each floor of Dormitory No. 2, Entrance B; 8. Construction of an internet installation and access-control installation in Dormitory No. 2, Entrance B. For the development of the design, the Contractor must prepare an architectural survey of the site with a scope providing the necessary information both about the existing floor layouts and vertical sections and about the existing installations. The design must be developed in the following parts: • Architecture; • Structural; • Water supply and sewerage – internal installations; • Electrical installations • Heating, ventilation and air conditioning – internal installations; • Fire alarm system with an audible signal on each floor; • Fire safety; • Construction waste management plan; • Safety and health plan; • Design and cost-estimate documentation. The Contractor is obliged to perform all works that are the subject of the Contract in accordance with the valid technical requirements, to a high standard of quality, within the permissible tolerances and standards and the agreed time limits, using high-quality materials and products, in compliance with all additional requirements and instructions of the Contracting Authority and the technical manager, while ensuring all occupational safety measures for workers, specialists and project participants, and for all persons in the area of the site, and in compliance with the environmental measures under the contract. The Contractor is obliged to perform the agreed types of construction and installation works in full compliance with the provisions of the Spatial Development Act and the prepared investment design, with the participation of and interaction with the Designer Supervisor and the Contracting Authority. Provision of designer supervision during construction of the site within the investment design, from the opening of the construction site until completion of construction, with the signing of the necessary statutory acts for its completion. The Contract enters into force on the date it is signed by both parties and remains in effect until all obligations assumed by the parties under the Contract have been fulfilled, as follows: - for preparation of the investment design (including the priced bills of quantities): up to 50 calendar days from the signing of the contract, ending with acceptance of the design by the Contracting Authority by means of a handover and acceptance report signed by both parties without comments. The time limit for coordinating the design is not included in the design period. - for execution of the construction and installation works: up to 150 calendar days. The planned duration for execution of the construction must be determined so as to ensure a sufficient number of days with suitable climatic conditions for the high-quality performance of the works. The time limit for execution of the construction and installation works begins on the date of signing the Report for Handover of the Construction Site to the contractor (Report Form No. 2 under Ordinance No. 3 of 31.07.2003) and ends with the preparation of a final handover and acceptance report for the completed construction (Report Form No. 15 under Ordinance No. 3 of 31.07.2003). - provision of designer supervision – from the date construction begins (signing of Report Form No. 2 under Ordinance No. 3 of 31.07.2003 for opening the construction site) until completion of construction, with the signing of the necessary statutory acts for its completion (Report Form No. 15 under Ordinance No. 3 of 31.07.2003). The warranty periods are in accordance with Ordinance No. 2 of 31 July 2003 on commissioning construction works in the Republic of Bulgaria and the minimum warranty periods for completed construction and installation works, facilities and construction sites. The warranty periods begin on the date of signing the final handover and acceptance report for the completed construction (Report Form No. 15 under Ordinance No. 3 of 31.07.2003). Procedure: open.
