The scope of the public procurement contract includes the following activities: Activity 1 – Preparation of an investment project: Development of an investment project at the “technical project” phase in compliance with Ordinance No. 4 of 21.05.2001 on the scope and content of investment projects; When preparing the project, the selected contractor shall comply with the mandatory measures for maintaining and securing the site prescribed in the Passport from the survey to establish the technical characteristics and in the Energy Audit Report and the Energy Performance Certificate for buildings in operation. Activity 2 – Execution of construction and installation works for the implementation of the construction of the site: The planned construction and installation works include all energy renovation activities – for the implementation of EE measures and all activities for the implementation of the mandatory measures prescribed by the Survey to establish the technical characteristics of the site, in accordance with the prepared investment project. The following ECMs are planned, described in detail in the building’s Energy Performance Certificate: ECM B1 – Thermal insulation of external walls ECM B3 – Thermal insulation of roof ECM B4 – Thermal insulation of floor ECM B5 – Replacement of windows and doors ECM C12 – Energy-saving LED lighting in the common areas of the building Activity 3 – Exercise of designer’s supervision during construction, pursuant to Art. 162 of the Spatial Development Act The construction is category three pursuant to the Spatial Development Act. Main spatial-planning and functional indicators. Built-up area: 272 m2 Gross floor area: 1767.84 m2 number of floors: 6 above-ground, of which 1 attic, semi-underground: 1, underground: 0; Due to the nature of the project and the specific nature of the activities, the contracting authority (the municipality) is a different person from the owners of the intervention site, and carries out the award by virtue of the concluded contract. The full scope of activities is specified in the Technical Specification, which also serves as the Design Brief for the award of the Investment Project. The contractor shall exercise control during the performance of the activities assigned under the contract in accordance with the technical guidance for compliance with the “do no significant harm” principle within the meaning of Regulation (EU) 2020/852 of the European Parliament and of the Council of 18 June 2020 on the establishment of a framework to facilitate sustainable investment, and amending Regulation (EU) 2019/2088 (Taxonomy Regulation).
