Opportunity description

The subject of this public procurement is: “Selection of a contractor for construction and installation works under project No. BG16FFPR003-2.006-0020 ‘One Health in the Northwestern Region’, for the site: ‘Major renovation of the garden in front of the Belite Orli Stadium, land property 56722.662.1, regulated land plot I—for landscaping, block 312 according to the plan of the city of Pleven’”. The approved detailed design for the site at the working-design stage (sections “Landscape Architecture and Site Improvement”, “Structural”, “Electrical” and “Geodesy”), as well as the Bill of Quantities for pricing—the Contracting Authority’s template, are also an integral part of the documentation. The major renovation project also includes improvement of the park environment, better functional organization of the space, improvement of the lighting, and the installation of video surveillance for the entire garden area. The planned activities will result in the creation of a safer, aesthetically appealing and functional urban environment. The implementation of the investment project will contribute to improving the conditions for sports, play and recreation for the residents of the area, will enhance the quality of the urban environment, and will ensure the sustainable development of the green system of the city of Pleven. Pursuant to Art. 137, para. 1, item 4, letter d of the Spatial Development Act, the construction described above falls within Category IV, Group Four. According to the “Landscape Architecture and Site Improvement” section of the project, the following is planned: At present, the vegetation in the garden is in poor condition. There is dead woody vegetation that is to be removed. All trees require phased crown renewal. Before the construction and installation works at the site begin, activities related to the cutting and pruning of hazardous and dead woody vegetation, shaping tree crowns, and securing woody vegetation that endangers people’s lives and health must be carried out. The space will also be laid out, with some of the facilities retained and new ones, including paths, constructed. According to the design documentation in the “Geodesy” section: The terrain on which the site is located slopes toward the northeast, which also determines the main direction for draining surface water toward the open grassed areas within the site and partly toward the adjacent streets. Regarding Power Supply and Capacities: The site will be supplied from a single source. A backup power supply for the site is neither required nor provided for in the project. LED lighting fixtures with reduced electricity consumption will be used to illuminate the paths at the site.
