Bulgaria – Construction work for water and sewage pipelines – Design, construction and repair works, and designer’s supervision for the project: “Construction of a new water pipeline in the regulated land property of the Registration and Reception Centre (RRC) – Harmanli”

The subject matter of the contract includes the performance of the following main activities: Activity 1 – Preparation of an investment design at the “Technical Design” stage, with scope and content in accordance with the Spatial Development Act (SDA), Ordinance No. 4 of 21 May 2001 on the scope and content of investment designs, and the technical specification (Part III, requirements for technical designs). – “Geodesy” part – “Water Supply and Sewerage” part; – “Safety and Health Plan” (SHP) part; – “Construction Waste Management Plan” (CWMP) part; – “Fire Safety” (FS) part; – Cost documentation – bills of quantities (BQ), priced bills of quantities (PBQ), including dismantling works; – General explanatory note; Activity 2 – Performance of construction and installation works in accordance with the duly coordinated and approved investment design, the issued Building Permit, and the opening of the construction site, through the preparation and signing of Protocol (Form 2) for opening and handing over the construction site and establishing the construction line and level; Construction must include the performance of all types of construction and installation works for the construction of the new water pipeline on the land property. All construction materials and products incorporated into the construction must be of good quality and accompanied by certificates of origin and/or declarations of conformity with the essential requirements for construction works, in accordance with the regulatory framework. Preparation of acts and protocols during construction, reports, statements of findings for construction and installation works and activities actually performed, as-built documentation, a technical passport, and other construction documentation concerning the completed construction, in accordance with Ordinance No. 3/31.03.2003 on the preparation of acts and protocols during construction and other regulatory documents. Activity 3 – Exercise of designer’s supervision by the designer during construction. The purpose of the public procurement is to construct a new water pipeline on the land property through construction and installation works, with a new design developed along a new route. It is recommended that the new route pass as much as possible through green areas in order to preserve the existing permanent surfaces on the land property. Hydraulic calculations should be made for the new water supply network depending on the final consumption in the individual buildings of the RRC – Harmanli. By constructing a new supply water pipeline on the regulated land property of the Harmanli RRC from the water meter chamber to each building and site, the losses of drinking water observed under the existing condition of the old water pipeline will be eliminated. This will improve the building infrastructure and provide services to more persons seeking asylum. The total period for performance of the contract is up to 120 (one hundred and twenty) calendar days and includes the period for preparation of the investment design, the period for performance of the construction and installation works, and the period for exercising designer’s supervision. The period for preparation of the investment design at the technical stage begins on the date of signing a handover protocol by which the Contracting Authority provides the Contractor with the necessary initial data and documents, and ends upon delivery of the investment design to the Contracting Authority, certified by a handover protocol. The period may not exceed 30 (thirty) calendar days. The period for performance of the construction and installation works begins on the date of preparation and signing of Protocol Form 2 for opening the construction site and ends with the signing of Statement of Findings Form 15 establishing the construction’s fitness for acceptance. The period may not exceed 60 (sixty) calendar days. The period for exercising designer’s supervision begins on the date of preparation of Protocol Form 2 for opening the construction site and ends with the performance of all the Contractor’s obligations concerning the exercise of designer’s supervision pursuant to the Spatial Development Act, the secondary legislation for its implementation, and this contract, including its participation in the acceptance of the construction, in the procedures for preparing the final report by the person exercising construction supervision, as well as until the construction is commissioned. The period does not include the periods for coordinating and approving the investment design, issuing the Building Permit, and other periods during which performance is objectively suspended for reasons not attributable to the Contractor.
