The subject matter of the public procurement is: “Construction in real estate properties of Sofia University ‘St. Kliment Ohridski’” and its object is construction within the meaning of Art. 3, para. 1, item 1 of the Public Procurement Act. Through a framework agreement, construction and installation works (CIW), as well as design and execution of construction (engineering), will be assigned in real estate properties of Sofia University “St. Kliment Ohridski”, described in lots: Lot No. 1: “Construction in real estate properties of Sofia University ‘St. Kliment Ohridski’, comprising buildings—architectural and construction immovable cultural assets”; Lot No. 2: “Construction in real estate properties of Sofia University ‘St. Kliment Ohridski’, used for the university’s core activities”; Lot No. 3: “Construction in real estate properties of Sofia University ‘St. Kliment Ohridski’, constituting student dormitories”; The technical specifications and the related requirements for the execution of the construction are described in detail in PART II. TECHNICAL SPECIFICATIONS of the participation documentation. Volume (quantity of assigned activities) - The volume of assigned construction and installation works depends on the specific needs arising during the term of the framework agreement for similar works in the contracting authority’s properties falling within the scope of the procurement under the lots. Scope of the public procurement—included activities: /applies to all lots/. • Preparation of investment designs at the technical design phase (when engineering is assigned), for the interventions specified in the invitations; • Execution of construction, installation and repair activities for the sites included within the scope of the public procurement—they shall be carried out in accordance with Part Three “Construction” of the Spatial Development Act and shall commence after the issuance of a construction permit; • Exercise of Designer’s Supervision during construction (when engineering is assigned), in accordance with the approved design documentation and the applicable regulatory framework for the individual parts of the technical designs for the sites included within the scope of the public procurement. Note: Tenderers may submit tenders for one lot. A tenderer who has submitted a tender for more than one lot will be excluded from participation in the procedure. The subject matter of this lot includes construction within the meaning of Art. 3, para. 1, item 1 of the Public Procurement Act. The contracting authority intends to conclude a framework agreement with up to 3 contractors, in which not all conditions are specified. The quantity and volume of the assigned construction and installation works depend on the specific needs arising during the term of the framework agreement for similar works in the contracting authority’s properties falling within the scope of the lot, namely: - Rectorate—the building is located in Sofia, 15 Tsar Osvoboditel Blvd. The building comprises five floors, with a built-up area of 8,047 m2 and a gross floor area of 46,158 m2. The basement covers an area of 7,693 m2. First floor with an area of 7,693 m2, comprising 45 offices, 19 halls and 9 other premises. Second floor with an area of 7,693 m2, comprising 45 offices, 22 halls and 6 other premises. Third floor with an area of 7,693 m2, comprising 48 offices, 15 halls and 9 other premises. Fourth floor with an area of 7,693 m2, comprising 48 offices, 12 halls and 6 other premises. Fifth floor with an area of 7,693 m2, comprising 7 offices, 6 halls and 6 other premises. The building was completed in 1934, while the northern part of the building was completed in 1985. The building is an architectural and construction, historical and artistic cultural monument classified as being of “national significance”. At present, an investment design has been prepared for repairing the building’s roof, and the commencement of pre-design and design activities for preparing an investment design for the remainder of the building is expected. The designs will provide for the comprehensive repair, reconstruction and restoration of the building, with the construction activities to be performed in stages, by wings, due to the building’s large volume and in order to avoid interrupting the educational process. - University Library—the building is located in Sofia, 15 Tsar Osvoboditel Blvd. The building comprises two floors, with a built-up area of 1,288 m2 and a gross floor area of 3,682 m2. The basement covers an area of 1,219 m2. First floor with an area of 1,244 m2. Second floor with an area of 1,219 m2. The building was completed in 1934. The building is an architectural and construction, historical and artistic cultural monument classified as being of “national significance”. An investment design is envisaged for the repair and restoration of the entire building, on the basis of which the activities provided for in the design will be carried out, including repair of the roof and all premises in the building. - Faculty of Biology—the building is located in Sofia, 8 Dragan Tsankov Blvd. The building consists of one underground floor, four above-ground floors and an attic floor, with a gross floor area of 27,472 m2. The underground floor covers an area of 5,495 m2, comprising 11 rooms and laboratories, 1 library, 2 workshops and 19 other premises. First floor with an area of 5,495 m2, comprising 2 classrooms, 34 offices, 20 rooms and laboratories, 6 libraries and 12 other premises. Second floor with an area of 5,495 m2, comprising 4 classrooms, 43 offices, 21 rooms and laboratories, 3 storage rooms and 5 other premises. Third floor with an area of 5,495 m2, comprising 6 classrooms, 34 offices, 22 rooms and laboratories, 1 library and 11 other premises. Fourth floor with an area of 5,495 m2, comprising 11 classrooms, 8 offices, 20 rooms and laboratories, 2 storage rooms and 21 other premises. Attic floor with an area of 326 m2, comprising 3 classrooms. The building was constructed in 1928 and is an architectural and construction cultural monument classified as being of “national significance”. An investment design is envisaged for the repair and restoration of the entire building, on the basis of which the activities provided for in the design will be carried out, including repair of the roof and all premises in the building. The construction and installation works assigned under the specific contracts will consist mainly, but not exclusively, of the following activities: major and/or routine repair of buildings, energy-efficient renovation, conservation and restoration of sites—immovable cultural assets, demolition of buildings, improvement of courtyard areas, repair of underground infrastructure. The subject matter of this lot includes construction within the meaning of Art. 3, para. 1, item 1 of the Public Procurement Act. The contracting authority intends to conclude a framework agreement with up to 3 contractors, in which not all conditions are specified. The volume of the assigned construction and installation works depends on the specific needs arising during the term of the framework agreement for similar works in the contracting authority’s properties falling within the scope of the lot, namely: 1. “Lozenets” Campus, located between James Bourchier Blvd., Yakubitsa St., Galichitsa St., Doctor Marin Rusev St. and Velchova Zavera Square in Sofia. In this part of the capital, Sofia University “St. Kliment Ohridski” manages a property containing buildings in which students from three of the natural sciences faculties receive their education, namely the Faculty of Chemistry and Pharmacy, the Faculty of Mathematics and Informatics and the Faculty of Physics. The buildings were constructed in various stages after the middle of the last century. Over the years, partial repair activities have been carried out in interior premises and on roofs, but at present a comprehensive vision for the campus’s appearance must be prepared, on the basis of which investment designs are to be prepared, including repair of the roofs, including their possible reconstruction and conversion, comprehensive repair of auditoriums, halls, laboratories and others. The repair activities will also include comprehensive reconstruction and renovation of the campus’s vertical planning. Faculty of Chemistry and Pharmacy building—7 floors, with a built-up area of 2,700 m2 and a total gross floor area of 22,132 m2. Faculty of Mathematics and Informatics building—5 floors, with a built-up area of 960 m2 and a total gross floor area of 4,800 m2. Faculty of Physics building—consisting of Building A with 6 floors, a built-up area of 1,320 m2 and a total gross floor area of 9,240 m2; Building B with 6 floors, a built-up area of 2,890 m2 and a total gross floor area of 10,200 m2; Building C with 5 floors, a built-up area of 1,200 m2 and a total gross floor area of 6,000 m2. Institute of Laser Physics with 3 floors, a built-up area of 1,036 m2 and a total gross floor area of 2,890 m2. 2. “Iztok” Campus Another property containing several buildings managed by Sofia University “St. Kliment Ohridski” is the BAS-IV km complex at the following address: 125 Tsarigradsko Shose Blvd., Sofia. At this property, the University independently manages two of the educational buildings (Blocks 3 and 4) and another two (Blocks 1 and 2) jointly with other state institutions. The buildings were constructed in various stages after the middle of the last century. Block 1—Sofia University manages the fourth and fifth floors of the building, with a built-up area of 1,760 m2 and a total gross floor area of the managed part of the building of 3,520 m2. Block 2—Sofia University manages the left wing of the building, with a built-up area of 1,760 m2 and a total gross floor area of the managed part of the building of 5,366 m2. Block 3—5 floors, with a built-up area of 1,309 m2 and a total gross floor area of 7,035 m2. Block 4—5 floors, with a built-up area of 1,238 m2 and a total gross floor area of 7,035 m2. 3. Sports hall Sofia University manages a sports hall constructed to the shell stage, located in Geo Milev Park. The unfinished structure does not comply with modern design standards for this type of construction and must therefore be demolished and replaced by a new multifunctional sports hall for the students. An investment design must be prepared, on the basis of which a new multifunctional sports hall covering an area of approximately 7000 m2 is to be constructed. The construction and installation works assigned under the specific contracts will consist mainly, but not exclusively, of the following activities: major and/or routine repair of buildings, energy-efficient renovation, demolition of buildings, improvement of courtyard areas, repair of underground infrastructure, etc. The subject matter of this lot includes construction within the meaning of Art. 3, para. 1, item 1 of the Public Procurement Act. The contracting authority intends to conclude a framework agreement with up to 3 contractors, in which not all conditions are specified. The quantity and volume of the assigned construction and installation works depend on the specific needs arising during the term of the framework agreement for similar works in the contracting authority’s properties falling within the scope of the lot, namely: Sofia University “St. Kliment Ohridski” manages the largest number of dormitories (10 blocks, 17 entrances), with the corresponding bed capacity, as follows: Student dormitory Block No. 57 ABV; Student dormitory Block No. 8; Student dormitory Block No. 17; Student dormitory Block No. 18; Student dormitory Block No. 52 ABV; Student dormitory Block No. 55 AB; Student dormitory Block No. 41 AB; Student dormitory Block No. 42 B; Student dormitory Block No. 50 AB; Student dormitory Block No. 51; Some of the student dormitories require repair activities that will provide normal social and living conditions for the accommodated students. Investment designs must be prepared for repairs and the introduction of energy-efficiency measures, on the basis of which the construction and repair activities will be carried out.
