Bulgaria – Economic impact assessment – “Ex-post evaluation of the Rural Development Programme for the period 2014–2020”

Opportunity description

The Ministry of Agriculture and Food, hereinafter referred to as the “Contracting Authority” or MAF, is organizing a public procurement procedure with the subject: “Ex-post evaluation of the Rural Development Programme for the period 2014–2020”, in accordance with the requirements of the contracting authority, described in detail in the Technical Specification. This public procurement covers the preparation of a report containing the ex-post evaluation of the RDP 2014–2020. The report should provide answers to all common evaluation questions for rural development presented in Annex V to Commission Implementing Regulation (EU) No 808/2014 of 17 July 2014 laying down rules for the application of Regulation (EU) No 1305/2013 of the European Parliament and of the Council on support for rural development by the European Agricultural Fund for Rural Development. For each focus area included in the RDP, the corresponding question should be answered in the report containing the ex-post evaluation of the RDP 2014–2020, but these common evaluation questions were also answered in the annual implementation reports for the RDP 2014–2020 for 2017 and 2019. The specific implementation activities are: Activity 1: Inception meeting with the Contracting Authority; Activity 2: Collection and review of relevant documents and data; Activity 3: Preparation of a draft report containing the ex-post evaluation of the RDP 2014–2020; Activity 4: Preparation of the final version of the report containing the ex-post evaluation of the RDP 2014–2020.
