Bulgaria – Electric buses – “Provision of environmentally friendly rolling stock and charging infrastructure for the needs of "Ecobus Plovdiv" EOOD in implementation of the project “Introduction of environmentally friendly, clean and integrated urban transport in the city of Plovdiv” under the “Regional Development” Programme 2021-2027”

Opportunity description

The scope of the public procurement includes the purchase, delivery and commissioning of 20 (twenty) new electric single-deck buses and specialized additional equipment for them, including 16 (sixteen) slow-charging stations and 4 (four) fast-charging stations, the accompanying warranty maintenance services during the warranty period offered by the tenderer, and training of persons designated by the Contracting Authority, in accordance with the requirements described in this technical specification. The scope of the supplies also includes the provision of the following specialized additional equipment: • Equipment, software and other special tools necessary for servicing, diagnostics and repair of the traction electric motor; • Equipment, software and other special tools necessary for servicing and repair of the high-voltage system and traction battery - (within the limits prescribed by the manufacturer); • Equipment for diagnostics of pneumatic systems; • Equipment for diagnostics and repair of low-voltage electrical systems. The scope of the public procurement includes an obligation for the contractor to conduct preliminary training of persons designated by the Contracting Authority in operating the buses and charging stations: - driver instructors - 4 /four/ persons; - drivers – 4 /four/ persons; - service workers – 4 /four/ persons, - technicians for maintenance, operation and repair of the charging stations – 4 /four/ persons. Warranty maintenance during the warranty period means the rectification of deficiencies and defects in the delivered buses and charging stations at the Contractor's expense during the warranty period. The delivery and replacement of consumables related to the routine servicing of the buses during the warranty period are not included in the scope of this procurement. The newly acquired assets will be 100% owned by “Ecobus Plovdiv” EOOD. Vehicle type: newly manufactured, in serial production (unlimited series), low-floor, single /solo/ (12 m.± 1), urban buses, with two axles, category M3, class I, meeting the requirements concerning buses laid down in Regulation (EU) 2019/2144 of the European Parliament and of the Council of 27 November 2019. Tenderers must offer buses holding an EC vehicle type-approval certificate issued by a competent approval authority in accordance with Regulation (EU) 2018/858 of the European Parliament and of the Council of 30 May 2018 or Ordinance No. 60 of 24.04.2009 on the type-approval of new motor vehicles and their trailers. Charging stations for the buses:  16 slow-charging stations via cable: - operating at an input voltage of 3x380 VAC at an ambient temperature from -25° to +40° C; - operating in fully automatic mode, with metering, control and self-diagnostic equipment, with communication and data transmission capabilities, galvanically isolated and safeguarded; - To fully charge the bus batteries in no more than 6 hours at a battery charge from SOCw. to SOCm. - The tenderer shall specify the power rating of the charging station;  4 fast-charging stations via pantograph: - operating at an input voltage of 380 V at an ambient temperature from -25° to +40° C; - Partial charging of the bus battery via pantograph shall be possible in no more than 30 minutes; - minimum power: 150 kW.
