Opportunity description

The Management Board of “Electricity Distribution Networks West” EAD opens and conducts an “open” public procurement procedure pursuant to Art. 132, in conjunction with Art. 18, para. 1, item 1, Art. 19, para. 2 and Art. 20, para. 1, item 3, letter “b” of the Public Procurement Act (PPA), for the purpose of concluding a contract for electrical insulation tapes and special-purpose tapes for the construction of cable terminations and jointing sleeves for MV and LV cables with chemically cross-linked polyethylene (XLPE) insulation or paper-impregnated insulation. The subject matter of the procurement is related to the need for the supply of electrical insulation tapes and special-purpose tapes. They must be applicable to all cables used in the electrical distribution network. Jointing sleeves constructed using electrical insulation tapes must be suitable for installation in an earth trench with a high groundwater level containing chemically active compounds. Cable terminations and jointing sleeves constructed using tape technology must withstand mechanical, electrical and thermal effects, both during normal operation and in cases of overload and short circuits, in accordance with the specified parameters of the electrical distribution network. Contract term: 24 (twenty-four) months. The Technical Specification sets out basic and special technical requirements, technical characteristics and conditions. The subject matter of the public procurement procedure covers the following goods and corresponding quantities: 1. High-voltage electrical insulation tape for primary insulation of current-carrying conductors and restoration of the cable’s outer protective covering, self-vulcanizing Insulation tape, for insulation and protective covering - 20 000 pcs. 2. High-voltage electrical insulation tape for primary insulation of current-carrying conductors of a cable with paper-impregnated insulation, self-vulcanizing Insulation tape, insulation and protective covering-oil-resistant - 10 000 pcs. 3. Electrical insulation pad, for sealing and insulation, self-vulcanizing Tape pad, for sealing and insulation - 8 000 pcs. 4. High-voltage electrical insulation silicone-rubber tape for cable terminations and jointing sleeves of cables with chemically cross-linked polyethylene/paper-impregnated insulation, self-vulcanizing Silicone-rubber tape, for cable terminations and sleeves - 1 000 pcs. 5. High-voltage special-purpose tape for controlling and distributing the electric field during the construction of cable terminations and jointing sleeves Electric field distribution tape, stress control - 1 000 pcs. 6. Tinned copper connecting tape for restoring the metallic electrical screen of MV cables with a copper or aluminum screen Copper tape, for restoring metallic screen - 9 000 pcs. 7. High-voltage special-purpose semiconductive tape, for restoring the semiconductive layer over the current-carrying conductor and connector, and over the phase insulation Semiconductive tape, for restoring semiconductive layer - 9 000 pcs. 8. Electrical insulation tape for primary insulation of LV cables and for restoring the outer protective covering of cable terminations and sleeves Insulation tape, primary (outer) insulation, small - 8 000 pcs. 9. Electrical insulation tape for primary insulation of LV cables and for restoring the outer protective covering of cable terminations and sleeves Insulation tape, primary (outer) insulation, large - 18 000 pcs. Tenderers must submit offers for all items included in the subject matter of the procurement. Pursuant to Art. 116, para. 1, item 1 of the PPA, provision is made for the possibility of indexing the unit prices for performance of the subject matter of the public procurement. Prices may be updated once after the expiry of the first year of the contract’s operation. In the event of a change greater than +/-5% in the Total Producer Price Index in Industry for the month in which the change is requested compared with the month in which the contract was concluded, the unit prices applicable at that time shall be updated by the same percentage change in the Total Producer Price Index in Industry for the corresponding period. The new unit prices shall enter into force as of the date of entry into force of the bilaterally signed additional agreement for price recalculation, pursuant to Art. 116, para. 1, item 1 of the PPA. Pursuant to Art. 104, para. 2 of the PPA, the committee will evaluate the technical and price proposals of the tenderers before conducting the preliminary selection.
