Bulgaria – Electricity – “Supply of net active electrical energy at medium- and low-voltage level for a period of 1 (one) year.”

Opportunity description

The subject matter of the procurement is the selection of a contractor to supply the quantities of net active electrical energy at medium- and low-voltage level required for the needs of the Contracting Authority and the corresponding related services, incl. to perform its obligations as balancing group coordinator. The supply of electrical energy must comply with the applicable regulatory documents: Energy Act (ЗЕ), Electricity Trading Rules (ПТЕЕ), and Rules for Measuring the Quantity of Electrical Energy (ПИКЕЕ). The estimated value includes regulatorily determined prices for transmission and access through/to the electricity distribution networks, for transmission and access through/to the electricity transmission network, the price for “public service obligations,” other prices regulated by КЕВР, and excise duty. The estimated value does not bind the Contracting Authority to expend it, but constitutes the maximum secured financial resource for performance of the subject matter of the procurement. The envisaged term of the contract is 1 year or until the secured financial resource is exhausted—whichever condition occurs first. ​​​ The estimated quantity of electrical energy of the Contracting Authority—УМБАЛ “Света Марина” ЕАД—for a period of 1 (one) year totals 10 000 МWh: for the contracting authority’s sites connected to the electricity distribution network at medium-voltage level—9 600 МWh; for the contracting authority’s sites connected to the electricity distribution network at low-voltage level—400 МWh. The full scope of the procurement is in accordance with the Technical Specification accompanying the approved participation documentation. The opening, evaluation, and ranking of the tenders received will be carried out pursuant to Art. 104, para. 2 and para. 3 of ЗОП in accordance with Art. 61, para. 1 (1st sentence) and paras. 2, 3, and 4 of ППЗОП. Pursuant to Art. 104, para. 2 of ЗОП, the so-called “reversed order” for conducting the procedure applies. The Contracting Authority has provided for the technical and price proposals to be evaluated before checking for the existence of grounds for exclusion and compliance with the specified selection criteria.
