Bulgaria – Electricity – Supply of net quantities of active electrical energy (high/medium/low voltage) and selection of a coordinator of a standard balancing group for a period of 12 months

Opportunity description

The award of the public procurement contract aims to conclude a contract for the supply of net quantities of active electrical energy for the needs of TP DGS Stara Zagora, provision of a consumption forecasting service, as well as preparation of schedules by the balancing group coordinator, their submission, correction of the submitted schedules where necessary, balancing responsibility, and all activities related to the Contracting Authority’s participation in the free electricity market. The open procedure is conducted for the purpose of awarding a public procurement contract for the supply of electrical energy at freely negotiated prices pursuant to Art. 100, Art. 101, Art. 102 and Art. 103 of the Energy Act and the Rules for Electricity Trading for the supply of TP DGS Stara Zagora sites, high-, medium- and low-voltage network. The supply price includes active electrical energy, balancing costs and the tenderer’s costs for providing the specified services, without additional amounts for surplus and shortage arising from imbalances being charged within the balancing group. The Contracting Authority does not pay for a balancing group and does not bear imbalance costs. Contract deadline – 12 months from its conclusion, or until the procurement’s financial resources are exhausted, and it shall be terminated upon the occurrence of either of the two stated grounds. The estimated quantity of electrical energy for the contract period is 14 488 kWh. The quantities specified in the documentation are estimates for the contract period and have been determined on the basis of the Contracting Authority’s previous consumption, calculated over 12 months; the Contracting Authority is neither obliged to consume them nor limited by them. All requirements of the Technical Specification must be observed in the performance of the contract. The subject matter of the procurement also includes administration of the amounts for the statutorily prescribed fees, network services and excise duty. These shall be paid by the Contracting Authority to the Contractor. In connection with the above, a contract for combined services within the meaning of Art. 11, item 10 and under the conditions of Art. 20 of PTEE (Rules for Electricity Trading) will be concluded with the Contractor.​​​​​​​ Electrical energy will be supplied to the following sites of the Contracting Authority: 1.
