Bulgaria – Electricity, heating, solar and nuclear energy – SUPPLY OF NET ACTIVE ELECTRICITY BY A COORDINATOR OF A STANDARD BALANCING GROUP FOR THE NEEDS OF “STUDENT CANTEENS AND DORMITORIES” EAD

Opportunity description

The subject of this procurement is the supply of net active electricity for a period of 48 months for the Contracting Authority’s sites by a licensed electricity supplier and coordinator of a standard balancing group, which shall supply net active electricity with full administration of the information flow with ESO and assumption of imbalance costs. The Contractor shall provide a combined service—the sale of electricity and payment for the services “access to and transmission through the electricity transmission and/or electricity distribution network” and “balancing responsibility.” In its capacity as “coordinator of a standard balancing group,” the Contractor shall assume responsibility for balancing the Contracting Authority’s sites, include the Contracting Authority as a participant (indirect member) in a standard balancing group coordinated by the Contractor, without the Contracting Authority paying a participation fee, and ensure forecasting of the Contracting Authority’s consumption, including administration of the Contracting Authority’s hourly consumption schedules. On the basis of the above, a contract for combined services within the meaning of Art. 11, item 10 and under the conditions of Art. 20 of PTEE /Electricity Trading Rules/ will be concluded with the Contractor. The Contractor shall comply with the provisions of the Energy Act (ZE) and the secondary legislation thereto relating to the subject of the procurement, as well as the instructions of the Electricity System Operator, so as not to be removed from the balancing energy market. The Contractor shall supply the required quantity of electricity within the relevant time limits, performing all necessary actions to ensure performance of the procurement. The Contractor shall ensure forecasting of the consumption of the Contracting Authority’s sites and shall plan and contract specific quantities of electricity in accordance with PTEE.
