Supply of net active electrical energy – low voltage and selection of a balancing group coordinator for facilities supplied with electricity, used by the Regional Directorate of the Ministry of Interior – Stara Zagora", which includes the supply of the required quantities of net low-voltage electrical energy, inclusion of the facilities in a standard balancing group as an indirect member with the Contractor as coordinator; provision of an electricity consumption forecasting, planning, nomination and balancing service; preparation and submission of hourly daily schedules and their transmission for administration of the information flow by Electricity System Operator (ESO) EAD; assumption of balancing responsibility. The contract contractor will also be assigned the administration and payment of network services to the electricity distribution network operator, as well as all inherent activities related to the Contracting Authority’s participation in the free electricity market. The supply must ensure continuity of the electricity supply and deliver electricity with the quality and in the manner provided for in the Energy Act (EA) and the other regulatory instruments governing public relations connected with the supply of electricity (including the Ordinances under the EA, the Electricity Trading Rules (ETR) and the Rules for Measuring the Quantity of Electrical Energy (RMQEE). The price of net electrical energy includes the price of the electricity supply and all other costs related thereto: balancing costs; consumption forecasting costs; costs for preparing and administering forecast schedules (the daily hourly load schedules) and all other costs related to performance of the subject matter of the contract. The proposed price does not include the price of the regulator-determined prices for network services, the fee / price / “obligations to society” determined by a decision of the Energy and Water Regulatory Commission (EWRC), and excise duty under Art. 20, para. 2, item 17 of the Excise Duties and Tax Warehouses Act and VAT. The electricity supplier and balancing group coordinator selected as Contractor must ensure performance of the following activities that are the subject of this public procurement procedure: 1. Supply of the required quantities of net low-voltage electrical energy for a twenty-four-hour period, month and the entire contract period, irrespective of the forecast quantity specified by the Contracting Authority, to the facilities specified by the Contracting Authority, and performance of all necessary actions so as to ensure an uninterrupted electricity supply during performance of the public procurement contract. 2. Forecasting electricity consumption for the Contracting Authority’s facilities, planning and contracting the specific quantities, nomination and balancing; 3. Preparation and submission of hourly daily schedules and their transmission for administration of the information flow by the Electricity System Operator /ESO/, as well as exchange of information with the licensed Electricity Distribution Company (EDC) in the territory where the respective metering point is located; 4. Responsibility for electricity balancing - the obligation to financially settle the differences between the quantity of electricity under a registered schedule/consumption forecast and that actually recorded by the commercial metering devices, or the difference between purchases and sales for a given settlement period (settlement of accounts). 5. Registration of the Contracting Authority as a participant in a standard balancing group, as an indirect member, in accordance with the Electricity Trading Rules (ETR), and its inclusion as an active member of the balancing energy market; 6. The selected electricity supplier is obliged to carry out the full administration of the information flow with the Electricity System Operator (ESO), as well as assume the imbalance costs and exchange information with the licensed EDC in the territory where the respective metering point is located. The purpose of this public procurement procedure is to ensure the supply of net active electrical energy – low voltage for facilities of the Regional Directorate of the Ministry of Interior – Stara Zagora in the territory of Stara Zagora Province (according to the list – table Appendix No. 1.1) at freely negotiated prices; registration of the Regional Directorate of the Ministry of Interior – Stara Zagora on the free electricity market as an end customer connected to the electricity distribution network, assumption of balancing responsibility without additional payment, including the inclusion of the Regional Directorate of the Ministry of Interior – Stara Zagora in the balancing energy market as a participant (indirect member) in a standard balancing group, provision of consumption forecasting for the Regional Directorate of the Ministry of Interior - Stara Zagora, including administration of hourly consumption schedules, as well as provision of administration of the information flow to “Electricity System Operator” EAD, administration of the relations of the Regional Directorate of the Ministry of Interior – Stara Zagora with the network operators, including transmission and access costs, as well as all activities related to the participation of the Regional Directorate of the Ministry of Interior - Stara Zagora in the liberalized electricity market.
