Bulgaria – Electricity – Selection of a supplier of net active electrical energy, balancing group coordinator for low voltage, and administration of electricity transmission and access costs for sites of the Varna Regional Directorate of the Ministry of Interior, in the territory of Varna Province

Opportunity description

The subject of this public procurement is the supply of net active electrical energy for sites of the Varna Regional Directorate of the Ministry of Interior, expressly specified in Appendix 1.1 to the technical specification, by a licensed electricity supplier and coordinator of a standard balancing group. The procurement includes the selection of a licensed trader—coordinator of a standard balancing group—to supply net electrical energy to the sites of the Varna Regional Directorate of the Ministry of Interior, with full administration of the information flow with ESO EAD and assumption of the imbalance costs for the electrical energy consumed. The subject of the procurement also includes administration of the amounts for the statutorily determined fees, network services, and excise duty. These will be paid by the Contracting Authority to the Contractor, which is why the Contracting Authority envisages concluding a contract with the Contractor for combined services within the meaning of Art. 11, item 10 and under the conditions of Art. 20 of PTEE (Electricity Trading Rules). During performance of the procurement, continuity of the electricity supply must be ensured and electrical energy must be supplied with quality and according to the procedure provided for in the Energy Act (EA) and the other regulatory acts governing public relations connected with the supply of electrical energy (including PTEE, PIKEE, and the ordinances issued pursuant to the EA). The subject of the public procurement includes the supply of an estimated quantity of electricity amounting to 4000 MWh for a period of 24 (twenty-four) months. The stated estimated quantity does not oblige the Contracting Authority to consume it, and the Contracting Authority reserves the right to consume quantities of electricity exceeding the stated estimated quantity should the need arise. The place of performance of the procurement is the sites of the Varna Regional Directorate of the Ministry of Interior described in Appendix 1.1 to the technical specification. If necessary, within the term and value of the concluded contract, the Contracting Authority may include new sites in the coordinator’s balancing group, for which it will pay for the electricity consumed under the terms of the concluded contract, as well as exclude existing sites. The inclusion of new sites and exclusion of existing sites from the scope of the contract shall be carried out by signing bilateral supplementary agreements between the parties. Contract term—up to 24 months from the date of confirmation of the first registered schedule for the supply of net active electrical energy or until its value is reached. Procedure: open.
