Opportunity description

The subject matter of the public procurement is the provision of a service – design under the following lots: Lot No. 1: “Reinforcement of sections of Shesti Septemvri St., Troyan” Lot No. 2: “Construction of a retaining wall to reinforce a municipal road in the Varbaka locality, village of Cherni Osam, Troyan Municipality” Lot No. 3: “Construction of a slab culvert on Parvi May St. in the village of Cherni Osam” Lot No. 4: “Restoration of the municipal road to the Zheravitsa hamlet in the village of Cherni Osam, Troyan Municipality” Each tenderer may submit a tender for one, several or all lots. The full scope and exhaustive list of the activities to be performed by the contractor are specified in the Technical Specification (Technical Assignment), which is an integral part of the public procurement documentation. The subject matter of the lot includes the preparation of a project for reinforcing sections of Shesti Septemvri St. in Troyan, providing for activities in disciplines covering the underground and above-ground infrastructure. After familiarization with the existing underground infrastructure and a detailed survey, a technical solution must be provided. Location: Land properties with identifiers 73198.509.229, 73198.509.238 and 73198.509.230 according to the cadastral map of Troyan. The scope and content of the technical design and the drawings and details attached thereto must be sufficient for the execution of construction and repair works. A complete single-phase investment project must be prepared at the “Technical Design” stage, in accordance with the requirements of Ordinance No. 4 of 21 May 2001 on the scope and content of investment projects, the Spatial Development Act (ZUT), and the secondary legislation for its implementation. The project must also be developed in full compliance with the requirements of Ordinance No. RD-02-20-2 of 20.12.2017 on the planning and design of the communications and transport system of urbanized territories. The project documentation must be complete and have the scope and volume necessary and sufficient for: - issuance of a construction permit; - the high-quality and accurate execution of construction and installation works; - obtaining an occupancy permit for the site. The design solutions must meet the requirements for construction works under Art. 169 of the Spatial Development Act (ZUT). High-quality materials, equipment and products compliant with the applicable standards must be provided for, accompanied by the relevant certificates, declarations of origin and approvals for incorporation into construction works, in accordance with the requirements of the Technical Requirements for Products Act and its secondary legislation. The explanatory notes must clarify and substantiate the adopted technical solutions and cite the regulatory documents used in the design and construction, as well as the instructions for execution, testing and operation. The design solution must be economically expedient and guarantee minimum operating costs. In the explanatory note to the investment project, the designer is required to determine the category of the construction works in accordance with the criteria under Art. 137, para. 1 of the Spatial Development Act (ZUT) and the detailed classification in Ordinance No. 1 of 30.07.2003 on the nomenclature of types of construction works. The investment project must contain at least the following disciplines: Engineering geology and hydrogeology; Hydrology and hydraulics; Geodesy; Structural; Vertical planning; Roads, Temporary Traffic Organization and Permanent Traffic Organization and Safety; Sewerage; Health and Safety Plan; Construction Waste Management Plan; Design and cost-estimate documentation. The project must contain technical specifications for the construction products intended for incorporation (materials, products, kits and systems), with detailed technical requirements for them in accordance with applicable rules and standards, to be used for awarding the construction works pursuant to the Public Procurement Act (ZOP). ​​​​​​​ The subject matter of the lot includes the design of a new reinforcement structure—a retaining wall—to reinforce the roadway of the local road in the village of Cherni Osam. Location: Section of a local road in land property with identifier No. 80981.230.11, Lovech Province, Troyan Municipality, village of Cherni Osam. The designed structure must guarantee the preservation of the roadway’s integrity and the unobstructed passage of vehicular and pedestrian traffic through the section, as well as prevent subsequent slope failures or other deformations. The retaining wall must be designed within municipal property with identifier No. 80981.230.11 according to the cadastral map of the village of Cherni Osam. A retaining wall approximately 50 m long and with an average height of 2.00–2.50 m must be constructed in this section. The actual dimensions of the retaining wall must be refined after completion of the geodetic survey. The structure must be designed so that it performs its functions and meets the requirements of this assignment. If necessary, drainage facilities must be provided to discharge surface water generated in the road area. Existing condition of the section: The road section is located in immediate proximity to a water body (a gully, a tributary of the Beli Osam River). As a result of erosion processes and high water levels, the embankment of the road body has been partially undermined and washed away. At present, there is no bank-protection or retaining structure, which creates a risk of the road being severed. The scope and content of the technical design and the drawings and details attached thereto must be sufficient for the execution of construction and repair works. Static calculations demonstrating the load-bearing capacity and stability of the structures must be attached to the project, including checks for all load combinations, including seismic resistance. The project must include all necessary disciplines pursuant to Ordinance No. 4 of 2001. Each project discipline must be accompanied by an explanatory note, calculations and a detailed bill of quantities. It must be signed by the qualified specialists who prepared the individual disciplines and endorsed by the signatures of the designers of the other disciplines. The designers’ certificates of professional competence must also be attached to the designs. In the explanatory note to the investment project, the designer is required to determine the category of the construction works in accordance with the criteria under Art. 137, para. 1 of the Spatial Development Act (ZUT) and the detailed classification in Ordinance No. 1 of 30.07.2003 on the nomenclature of types of construction works. The project must contain technical specifications for the construction products intended for incorporation (materials, products, kits and systems), with detailed technical requirements for them in accordance with applicable rules and standards, to be used for awarding the construction works pursuant to the Public Procurement Act (ZOP). The investment project must contain at least the following disciplines: 1. Structural; 2. Geodesy; 3. Roads; 4. Engineering-geological and hydrological studies; 5. Hydrology and hydraulics; 6. Health and Safety Plan; 7. Design and cost-estimate documentation. ​​​​​​​ The subject matter of the lot includes the preparation of a project for the construction of a slab culvert on Parvi May St., village of Cherni Osam, Troyan Municipality. The street passes over a dry gully which, during rainfall, carries rainwater collected from the surrounding slopes to the Cherni Osam River. Location: Land property with identifier No. 80981.350.5042 – Parvi May St., village of Cherni Osam, Troyan Municipality, Lovech Province. The design must present a technical solution that allows the unimpeded drainage of rainwater. The width of the gully is approximately 5.00 m, and its depth is approximately 2.00–3.00 m. Currently, one pipe with a diameter of 800 is installed in the roadway embankment to drain the rainwater. During the heavy rains in May 2026, the culvert was blocked by branches and sediment carried in by the water, the rising water overflowed onto the roadway and damaged the pavement. In the explanatory note to the investment project, the designer is required to determine the category of the construction works in accordance with the criteria under Art. 137, para. 1 of the Spatial Development Act (ZUT) and the detailed classification in Ordinance No. 1 of 30.07.2003 on the nomenclature of types of construction works. The project must contain technical specifications for the construction products intended for incorporation (materials, products, kits and systems), with detailed technical requirements for them in accordance with applicable rules and standards, to be used for awarding the construction works pursuant to the Public Procurement Act (ZOP). The investment project must contain at least the following disciplines: 1. Structural; 2. Geodesy; 3. Roads; 4. Engineering-geological and hydrological studies; 5. Hydrology and hydraulics; 6. Health and Safety Plan; 7. Design and cost-estimate documentation. ​​​​​​​ The subject matter of Lot No. 4 includes the preparation of a project for restoring the road to the Zheravitsa hamlet in the village of Cherni Osam. Following heavy rainfall in May 2026, water flowing down from the slopes around the road destroyed the road pavement, shoulders and drainage ditches. To improve the operating condition, a roadway, shoulders and drainage ditches must be constructed along the section under consideration. Location: Land property with identifier No. 80981.353.55 – road to the Zheravitsa hamlet, village of Cherni Osam, Troyan Municipality, Lovech Province. The design must present the technical solutions for the individual disciplines, aligned as closely as possible with the requirements of the applicable regulatory framework. The project must include all necessary disciplines pursuant to Ordinance No. 4 of 2001. Each project discipline must be accompanied by an explanatory note, calculations and a detailed bill of quantities. It must be signed by the qualified specialists who prepared the individual disciplines and endorsed by the signatures of the designers of the other disciplines. The designers’ certificates of professional competence must also be attached to the designs.
