Preparation of investment designs for the following separate lots: SEPARATE LOT No. 1: “Stabilization of a landslide with reg. No. LOV34. 16986.01, in a section of municipal road LOV2134, Dлazhkovska hamlet, Troyan Municipality.” SEPARATE LOT No. 2: “Stabilization of a landslide with reg. No. LOV34.53707.02, in a section of the municipal road to the Baba Stana locality” SEPARATE LOT No. 3: “Stabilization of a landslide with reg. No. LOV34.53707.03, in a section of the municipal road to the Baba Stana locality” The subject matter of Separate Lot No. 1 provides for conducting an engineering-geological and hydrogeological survey and preparing an investment design for the stabilization of a landslide with reg. No. LOV34.16986.01, in a section of municipal road LOV2134, Dлazhkovska hamlet, Troyan Municipality. The landslide is registered under No. LOV34.16986.01 and is classified as contemporary, periodically active. The landslide formed in the lower part of the left valley slope of a river, a left tributary of the Beli Osam River. The landslide occurred on 23.05.2026 following heavy rainfall. Its dimensions are: a width of 77 m along the roadway and a length of approximately 23 m in the direction of movement in the most active section. At present, cracks with openings of up to 10 cm and subsidence of up to 10–15 cm have formed along the roadway in the landslide scarp zone. In the lower half of the slope, the displaced and slid materials, together with vegetation, have formed a landslide “toe” on the undisturbed terrain, with a height of 1.0–1.2 m. The investment design must be developed in accordance with the Technical Design Brief. A technical solution must be presented for the comprehensive control of the landslide processes, and an engineering-geological and hydrogeological survey must be conducted over the necessary territorial scope, on the basis of which an optimal design for the drainage and stabilization of the road and the section of the slope below it must be prepared. An important part of the design is the restoration of effective road drainage in the landslide section. The scope and content of the design documentation must comply with the design brief, as well as Ordinance No. 4 on the scope and content of investment designs. The technical design must contain the following design parts: 1. “Geodesy” part; 2. “Engineering-Geological Surveys” part; 3. “Structural” part—including completed technical control and a report on the “Structural” part by a person included in the relevant list of KИИП; 4. “Road” part; 5. “Temporary Traffic Organization and Safety” part; 6. “Permanent Traffic Organization” part; 7. “Safety and Health Plan” part; 8. “Construction Waste Management Plan” part; 9. “Control and Measurement System” part; 10. “Detailed Development Plan—Parcel Plan” part (ПУП – ПП), (if necessary). The design materials must contain: all necessary drawings—site plan, longitudinal and cross-sections, details and others, existing condition and design solution; an explanatory note explaining the proposed design solution and clarifying the sequence of the planned construction and installation works and the technology for their execution, including a bill of quantities. The designer is required to prepare and compile all necessary documentation required under Art. 96, para. 3 of ЗУТ, in order to obtain the prior consent of the Minister of Regional Development and Public Works. This consent is a mandatory condition for the issuance of a construction permit. The subject matter of Separate Lot No. 2 includes the preparation of an investment design for the drainage and stabilization of the road and the section of the slope below it. An important part of the design is the restoration of effective road drainage in the landslide section. The landslide is registered under No. LOV34.53707.02 and is classified as contemporary, periodically active. The landslide that has formed covers a section of the outer slope of the municipal road to the Baba Stana locality, approximately 750 m from the junction with road LOV 1140 (Oreshak village–Troyan Monastery). In the section of the landslide deformation, the road has a cut-and-fill profile and runs through the middle part of the right valley slope of the Cherni Osam River. The landslide occurred on 23.05.2026 following heavy rainfall. Its dimensions are: a width of approximately 15 m along the roadway and a length of approximately 25 m in the direction of movement. According to its formation mechanism, the landslide is consistent, with the processes at depth affecting the fill materials on the outer side of the roadway and the deluvial cover of the slope, while the slip surface has formed at the contact with the bedrock. A landslide scarp with subsidence of 1.0–1.2 m has formed, affecting the shoulder and reaching the asphalt pavement. A crack 15 m long and with an opening of up to 1 cm is active in the asphalt near the road axis. In the lower part, a landslide “toe” 1.3–1.5 m high has formed, consisting of highly water-saturated clay materials and pools of water. The investment design must be developed in accordance with the Technical Design Brief, as well as this Technical Specification. Complete design documentation must be prepared in accordance with the requirements of this Technical Specification, the Spatial Development Act (ЗУТ), and Ordinance No. 4 on the scope and content of investment designs. Each design part must be accompanied by an explanatory note, working drawings and details, as well as design and cost-estimate documentation, which must include: General and detailed Bills of Quantities and Priced Bills of Quantities. The designer is required to prepare and compile all necessary documentation required under Art. 96, para. 3 of ЗУТ, in order to obtain the prior consent of the Minister of Regional Development and Public Works. This consent is a mandatory condition for the issuance of a construction permit. The subject matter of Separate Lot No. 3 includes the preparation of an investment design for the drainage and stabilization of the road and the section of the slope below it. An important part of the design is the restoration of effective road drainage in the landslide section. The landslide is registered under No. LOV34.53707.03 and is classified as contemporary, periodically active. The landslide that has formed covers a section of the left slope of the municipal road in the direction of the Baba Stana locality, approximately 670 m from the junction with road LOV 1140 (Oreshak village–Troyan Monastery). In the area of the landslide deformation, the road route runs through the lower part of the right valley slope of the Cherni Osam River, which has a northwestern exposure, an average gradient of 21°, and is wooded with trees and shrubs. The landslide occurred on 23.05.2026 following heavy rainfall. Its dimensions are: a width of approximately 50 m in the road zone and a length of 22–25 m in the direction of movement of the earth masses. At present, cracks with openings of 3–4 cm and a subsidence amplitude of up to 5–10 cm have formed along the roadway in the landslide scarp zone, extending up to 1.30 m toward the road axis. Within the shoulder, a crack with an opening of up to 2 cm and a length of approximately 5 m is visible, running immediately adjacent to the roadway. The road embankment has been laid on the sloping terrain, and along the formed slope at the northeastern end of the deformation, a gabion wall with monolithic facing along the crest (with numerous cracks and deformations) and a visible length of approximately 8 m has been constructed. The investment design must be developed in accordance with the Technical Design Brief, as well as this Technical Specification. Complete design documentation must be prepared in accordance with the requirements of this Technical Specification, the Spatial Development Act (ЗУТ), and Ordinance No. 4 on the scope and content of investment designs. Each design part must be accompanied by an explanatory note, working drawings and details, as well as design and cost-estimate documentation, which must include: General and detailed Bills of Quantities and Priced Bills of Quantities.
