Opportunity description

The subject of the assignment is the revision and updating of a technical investment project and the provision of designer supervision during the execution of construction and installation works for a new building for the Regional Service “Fire Safety and Civil Protection” – Hisarya (RSPBZN), in accordance with the currently applicable regulatory requirements. The need for redesign arose from objective circumstances that could not have been foreseen at the time of the initial award and is directly related to ensuring the lawful implementation of the site and the performance of the public function of the future regional service. In connection with the implementation of the investment intention of Hisarya Municipality to construct the site Building for the Regional Service “Fire Safety and Civil Protection” – Hisarya (RSPBZN)”, initially, for the needs of the site, land property with identifier 77270.1.275 was designated by a Decision of the Hisarya Municipal Council. A Detailed Development Plan – Regulation and Development Plan (PUP – PRZ) was prepared, adopted and entered into force for the property, approved by Order No. РД-05-547/21.06.2021 of the Mayor of Hisarya Municipality. In implementation of the investment intention, all necessary administrative and coordination procedures were conducted. Subsequently, upon submission of an application to the Agricultural Land Commission under Art. 17 of ZOZZ, it was established that the property falls within the scope of Art. 19 of the Agricultural Land Ownership and Use Act (ZSPZZ). By letter ref. No. РД-12-02-1600-1/07.07.2023 of the Regional Directorate of Agriculture and the Municipal Agriculture Service – Hisarya, a change in the designated use of the agricultural land for non-agricultural purposes was refused, in accordance with the requirements of the Agricultural Land Protection Act (ZOZZ) and its Implementing Regulations. As a result of the objective circumstances that arose, it became necessary to select and designate a new property for implementing the investment intention and meeting the needs of the Regional Service “Fire Safety and Civil Protection” – Hisarya. By Decision No. 201, adopted with Minutes No. 15 of 21.11.2024 of the Municipal Council – Hisarya, the preparation of a new PUP – PRZ was authorized. The prepared PUP – PRZ was approved and entered into legal force by Order No. РД- 05-454/10.06.2025 of the Mayor of Hisarya Municipality, which designates the new regulated land property UPI IV-503.170 – “Public Service Activities – Fire Station”, in block 18 according to the plan of Hisarya, Momina Banya quarter, Hisarya Municipality, Plovdiv Region. In view of the foregoing, the design activities, including the revision/redesign of the prepared design documentation, must be aligned with the newly designated property – UPI IV-503.170 – “Public Service Activities – Fire Station”, block 18 according to the plan of Hisarya, Momina Banya quarter. The project must be prepared in accordance with Art. 139, para. 3 of ZUT and must meet the requirements of the Spatial Development Act (ZUT), Ordinance No. 4 of 21.05.2001 on the scope and content of investment projects, Ordinance No. 4 of 17.06.2005 on the design, construction and operation of building water supply and sewerage installations; Ordinance No. Iз-1971 of 29.10.2009 on construction and technical rules and standards for ensuring fire safety, Ordinance No. 8121з-647/01.10.2014 on the rules and standards for fire safety in the operation of sites, Ordinance No. РД-02-20-2 of 26 January 2021 on determining the requirements for accessibility and universal design of the elements of the accessible environment in urbanized territory and of buildings and facilities, as well as the technical requirements for the accessibility of sea beaches, and all other applicable statutory and subordinate legislation in the Republic of Bulgaria.
