Subject of the specific contract: “Preparation of an EIA Report (EIAR) and an Appropriate Assessment Report (AAR), as an annex to the EIA report for an investment proposal for the project: Plovdiv Ring Road – upgrading to G23.5 cross-section – Road III-805 ‘(Road I-8 ‘Pazardzhik – Plovdiv’) – Tsaratsovo Interchange – Saedinenie’ in the section from km 0+000 to km 1+460 and Road II-86 ‘(Road I-8 ‘Pazardzhik – Plovdiv’) – Asenovgrad – Smolyan’ in the section from km 0+000 to km 14+962.” The purpose of the public procurement is to select a contractor and conclude a contract for its performance, with a view to preparing an EIAR and AAR for an investment proposal for the project: “Plovdiv Ring Road – upgrading to G23.5 cross-section – Road III-805 ‘(Road I-8 ‘Pazardzhik – Plovdiv’) – Tsaratsovo Interchange – Saedinenie’ in the section from km 0+000 to km 1+460 and Road II-86 ‘(Road I-8 ‘Pazardzhik – Plovdiv’) – Asenovgrad – Smolyan’ in the section from km 0+000 to km 14+962,” on the basis of which an EIA and AA Decision is to be issued. For the specific contract, the total length of the two sections of the planned route is approximately 16 387 m. At this stage, factors complicating the procedure have been identified. The investment proposal passes near residential areas of the city of Plovdiv—the “Proslav” and “Komatevo” districts—and sanitary protection zones around groundwater sources have also been established within the project area. An admissibility assessment was carried out by the competent environmental and water authority pursuant to Art. 39, para. 2 in conjunction with Art. 12, paras. 2 and 4 of the Appropriate Assessment Ordinance, which established that implementation of the investment proposal is permissible under the regimes specified in the orders designating the “Lesser Cormorant Roost – Plovdiv” protected area (PA). The territory designated for implementation of the investment proposal crosses the boundaries of two NATURA 2000 protected sites. Terms and conditions for performance of the services under the specific contract: The Contractor agrees to provide, for remuneration and under the terms of the specific Contract, services in accordance with Bulgarian legislation, namely: 2.1. Preparation of an EIA Report /EIAR/ and Appropriate Assessment /AAR/ for an investment proposal for the “Plovdiv Ring Road – upgrading to G23.5 cross-section – Road III-805 ‘(Road I-8 ‘Pazardzhik – Plovdiv’) – Tsaratsovo Interchange – Saedinenie’ in the section from km 0+000 to km 1+460 and Road II-86 ‘(Road I-8 ‘Pazardzhik – Plovdiv’) – Asenovgrad – Smolyan’ in the section from km 0+000 to km 14+962,” on the basis of which an EIA and AA Decision is to be issued for the purpose of implementing the road project; 2.2. Familiarization with the subject of the specifically awarded contract, a site visit, and performance of additional activities related to preparation under the contract that are not mentioned in the description of the separately awarded contract but are connected with its proper performance, in respect of which the Contractor shall have no claims whatsoever against the Contracting Authority; 2.3. Rectification, at its own expense, of deficiencies identified during inspections by the Contracting Authority and/or the Competent Authority; 2.4. Provision of a team to perform the public procurement contract, with the following functions: - EIAR/AA team leader: To present the reports during public consultations and before the Supreme Expert Environmental Council /SEEC/ of the Ministry of Environment and Water. To bear full responsibility for the proper performance of all sections of the Environmental Impact Assessment Report (EIAR) and the Appropriate Assessment Report (AAR), and to coordinate and monitor the comparability of the information in the various sections, as well as the measures and the frequency of their implementation. - Members of the EIA team—at least one expert meeting the specified requirements for each respective field: The “Ambient Air” expert shall be responsible for the correct, complete and accurate preparation of the “Ambient Air” section and shall sign the section. The “Waste” expert shall be responsible for the correct, complete and accurate preparation of the “Waste” section and shall sign the section. The “Water” expert shall be responsible for the correct, complete and accurate preparation of the “Water” section and shall sign the section. The “Subsurface and Soils” expert shall be responsible for the correct, complete and accurate preparation of the “Subsurface and Soils” section and shall sign the section. The “Hazardous Energy Sources /noise, vibration and radiation/” expert shall be responsible for the correct, complete and accurate preparation of the “Hazardous Energy Sources /noise, vibration and radiation/” section and shall sign the section. The “Human Health” expert shall be responsible for the correct, complete and accurate preparation of the “Human Health” section and shall sign the section. The “Cultural and Historical Heritage” expert shall be responsible for the correct, complete and accurate preparation of the “Cultural and Historical Heritage” section and shall sign the section. The “Flora and Fauna” expert shall be responsible for the correct, complete and accurate preparation of the “Flora” section and shall sign the section. - Members of the AA team—at least one expert meeting the specified requirements for each respective field: The “Phytocenologist” expert shall be responsible for the correct, complete and accurate preparation of the “Flora” section and shall sign the section. The “Zoologist” expert shall be responsible for the correct, complete and accurate preparation of the “Fauna” section and shall sign the section. 2.5. Provision of a team of experts for all other sections, with the professional experience and qualifications required for the proper performance of the public procurement contract. 2.6.
