Opportunity description
The subject of this public procurement contract is the award of engineering services – design, execution of construction and installation works, and provision of designer's supervision for the site: Rehabilitation of footpaths in the town of Lom and in the villages of Dobri Dol, Orsoya and Slivata along road II-11. The contract is being implemented within project BG16FFPR003-2.006-0109-C01 Combined Integrated Territorial Investments (CITI) in the territory of the municipalities of Lom, Dimovo and Oryahovo, financed under the Regions in Growth Programme 2021–2027. The intervention covers sections of road II-11 "OPU-Vidin Border - Lom - OPU-Vratsa Border" from km 23+167 to km 46+781.19 (= km 46+880 according to the assignment), with a total length of 23.614 km, in the territory of Lom Municipality, Montana Region. The intervention sites have the following estimated scope: in the village of Dobri Dol – approximately 10 845 sq. m of asphalt footpath pavement and 3 615 m of curbs; in the village of Slivata – approximately 10 446 sq. m of asphalt footpath pavement and 3 482 m of curbs; in the village of Orsoya – approximately 8 871 sq. m of asphalt footpath pavement and 2 958 m of curbs; in the town of Lom – approximately 20 718 sq. m of asphalt footpath pavement and 15 057 m of curbs. The overall scope includes rehabilitation and reconstruction of the footpath infrastructure, including replacement of surfaces with asphalt concrete pavement, restoration and strengthening of the footpath base, replacement and installation of new curbs, provision of effective surface drainage, as well as the introduction of accessible-environment elements (lowered sections, ramps, tactile paving) and pedestrian traffic safety measures. Performance of the contract includes three main activities: Activity No. 1 Preparation of an investment project at the "technical" phase; Activity No. 2 Execution of construction and installation works; Activity No. 3 Provision of designer's supervision during construction. The design solutions and construction activities are limited to the footpath infrastructure and do not include intervention in the structure and dimensions of the roadway, which is the subject of a separate procurement by the Road Infrastructure Agency. The contractor must ensure coordination with the road rehabilitation activities in order to prevent duplication and technological conflicts. The main objective of the contract is to improve conditions for pedestrian mobility by providing safe, accessible and sustainable footpath infrastructure compliant with universal design requirements, as well as to improve the quality of the urban environment and traffic safety.
