The subject matter of the procurement covers the provision of insurance services for taking out the insurance policies under the lots, hereinafter referred to as the “service(s),” in accordance with the technical specification, the draft contract, and the templates for the technical and price proposals. The lots are as follows: Lot No. 1 “Provision of services for taking out compulsory insurance against the risk of ‘Occupational Accident’ for workers and employees of Plovdiv Municipality and the units supported by the municipal budget” (Lot 1); Lot No. 2 “Accident insurance for natural persons—volunteers from the ‘Plovdiv 112’ voluntary formation” (Lot 2); Lot No. 3 “Provision of accident insurance and ‘Life’ insurance services pursuant to Art. 223, para. 7 of the Spatial Development Act, and other insurance pursuant to a regulatory act” (Lot 3). The conditions under which the subject matter of the procurement will be performed, as well as the rights and obligations of the contracting authority and the contractor, are in accordance with: the draft contract; the technical specification; the contractor’s technical and price proposals. The contract to be concluded with the selected contractor will have a term of 12 (twelve) months. It is envisaged that the contract will be renewed once under the same conditions, including term, volume, and total value, under the conditions specified in the draft contract. The contracting authority does not envisage concluding a written contract for the performance of Lot No. 3 “Provision of accident insurance and ‘Life’ insurance services pursuant to Art. 223, para. 7 of the Spatial Development Act, and other insurance pursuant to a regulatory act.” In carrying out the activities under the subject matter of the procurement, the contracting authority will use the services of the insurance broker "SETA - V" EOOD, UIC: 115675951. Pursuant to Art. 21, para. 6 of the Public Procurement Act, Lot 2 “Accident insurance for natural persons—volunteers from the ‘Plovdiv 112’ voluntary formation” and Lot 3 “Provision of accident insurance and ‘Life’ insurance services pursuant to Art. 223, para. 7 of the Spatial Development Act, and other insurance pursuant to a regulatory act” are awarded under the procedure of Art. 20, para. 4, item 3 of the Public Procurement Act (direct award), given that the total estimated value of the lots is below the threshold under Art. 20, para. 4, item 3 of the Public Procurement Act and does not exceed 20 percent of the total estimated value of the procurement. Taking out compulsory insurance against the risk of “Occupational Accident” for workers and employees of Plovdiv Municipality and the units supported by the municipal budget. At the time the procedure is opened, it is envisaged that compulsory insurance against the risk of “Occupational Accident” will be taken out for 1494 workers and employees of Plovdiv Municipality and the units supported by the municipal budget. The insured amount under the "Occupational Accident" insurance is determined on the basis of the monthly gross salary of the insured workers and employees at the time the insurance is taken out and is equal to 7 times the annual gross salary of the respective worker or employee. At the time the procedure is opened, a total insured amount of EUR 132 131 013,68 has been determined, with the amount providing for possible changes in salaries during the contract period (24 months with the envisaged renewal).
