Existing situation: National road III-409 “O.p. Omurtag-Aprilovo-Svetlen” with a total length of 35.700 km falls within the territory of the municipalities of Omurtag, Antonovo and Popovo in Targovishte Province. It is the most direct connection between the town of Omurtag and the town of Popovo and, as such, connects road II-48 Kotlen Pass with road II-51 “Byala – Popovo” and road I-5 “Ruse – Byala,” which provides the connection to the Ruse border crossing point. It serves local traffic in Targovishte Province and is a connection between Sliven and Ruse Provinces. Start of the section: 0+000, road overpass on road I-4 “Koritna – Veliko Tarnovo – O.p. Targovishte – Belokopitovo” at km 204+957. End of the section: km 35+700, three-way intersection with national road II-51 at km 35+603. Major structures: Bridge at km 6+808 – spans a ravine near the village of Dolna Hubavka. Clearance – 1x15.00 m. Total length 16.00 m, W=9.70 m, Wn=7.50 m. Sidewalk width – Wls=1.10 m; Wrs=1.10 m. OSP – steel, with one rail along the left and right sidewalks, in good condition. Pedestrian railings – steel along the left and right sidewalks, corroded. Superstructure – simple beam, reinforced-concrete, monolithic, slab-and-girder, 20 cm roadway slab. Substructure, abutments – reinforced-concrete, monolithic abutments, shallow foundations; wings turned at an angle, monolithic, shallow foundations. The road is in poor operating condition. Drainage of the roadway is by surface runoff. It is carried out by means of the transverse and longitudinal slope of the road to the drainage facilities – ditches, channels and culverts. There is a difference between the levels of the shoulder and the pavement. The culverts are silted up and blocked, with damaged walls at the inlet and outlet. Some of them have pipes of insufficient diameter. In certain sections, the road does not have the required clearance. The restraint systems do not meet the requirements of the standard. In places, they are of insufficient length. The vertical road signage is incomplete. Some of the road signs have damaged coatings. The basis for preparing the technical design for rehabilitation of the site is the poor operating condition of the road. The purpose of the design is to restore and improve the road’s transport and operating characteristics, the bearing capacity of the pavement and roadbed, with a view to ensuring traffic safety and traveler comfort, good road drainage and repair of the drainage facilities, and inspection and, where necessary, reconstruction of facilities belonging to other authorities. The investment design (Design Documentation) was prepared by DZZD “TRAFIK HOLDING VARNA,” town of Aksakovo, at the “Technical Design” stage, in the scope and content specified in the Design Assignment, including: “Input Data,” in accordance with the minimum content and scope of input data; performance of geodetic measurements, fieldwork and a geometric solution for the route; structural survey of the facilities; and performance of engineering-geological investigations. Preparation of a Technical Design, in the scope and content specified in the Design Assignment, in the following parts: “Geodesy” Part; “Geology” Part; “Road” Part; “Structural” Part; “Water Supply and Sewerage” Part; “POBD” Part; “VOBD” Part; “Electrical” Part – clearance verification; “Fire Safety” Part; “Coordination File” Part. The design was prepared with technical elements corresponding to the design speed in the individual homogeneous road sections and to the Design Assignment, in accordance with the requirements of the Road Design Standards /NPP/, annex to Article 4 of Ordinance No. RD-02-20-2 of 2018, subject to adhering as closely as possible to the existing road.
