The subject matter of this public procurement covers the supply of laboratory equipment, its subsequent warranty maintenance, as well as putting it into working condition (if applicable), for the needs of Shumen University. The public procurement is divided into 5 (five) lots (OP), with a total estimated value of EUR 11,000.00 excluding VAT. The amount of 20% of the total estimated value of the procurement excluding VAT is EUR 2,200.00, within which falls the total estimated value of OP No. 4 and OP No. 5, which amounts to EUR 2,056.61 excluding VAT. Pursuant to Art. 21, para. 6 of the Public Procurement Act (ZOP), the contracting authority will award OP No. 4 and OP No. 5 according to the procedure applicable to the individual estimated value of each of them, since their total estimated value excluding VAT does not exceed 20 percent of the total estimated value of the procurement and the value of each of the specified lots does not exceed €79,998.77/BGN 156,464. The individual estimated values of each of the specified lots No. 4 and No. 5 fall within the value threshold under Art. 20, para. 4, item 3 of the Public Procurement Act (ZOP), and they will be awarded directly. The remaining value of the procurement, amounting to EUR 8,943.39 excluding VAT, which is the total estimated value of OP No. 1, OP No. 2 and OP No. 3, is awarded through an open procedure under Art. 18, para. 1, item 1 of the Public Procurement Act (ZOP), announced on the CAIS EOP Platform. The names of the lots are specified in the Technical Specification. The detailed technical parameters of the laboratory equipment, by lot, are set out in the Technical Specification of the public procurement—an integral part of the participation documentation.
